of government not a metro government not a super government but an agency in which the various local governments could unite to accomplish more through a joint effort Proponents further noted that no local government would be required to pay for any project in other areas The 50 cent per capita tax would cover administrative costs of the agency The legislation has resulted from efforts by an Ad Hoc Committee which was formed at the recommendation of the Emergency Council to study the proposal for such a district and foster efforts to achieve this goal if the agency was believed to be feasible Roland Weeks Jr -who along with Ray Butterfield served as co-chairman of the Ad Hoc Committee led the proponents in their testimony for the legislation Weeks said the bill was needed for next vital step in the Coast's redevelopment People of the Gulf Coast have worked in unity to recover from the 'great storm he continued and have recovered to a great extent and the Gulf Regional Development is needed for the next step Hurricane Camille taught the people of the Coast that problems existed before the storm For instance he pointed out the need for adequate sewerage facilities and recreation facilities plus others Weeks explained that the Ad Hoc Committee was formed to study the need for a Gulf Regional District upon recommendation of Meta Systems Inc a firm which did a SAIGON (AP) US Marines of the 3rd Division have returned to the Vietnam war for the first time in more than a year poised for combat should the North Vietnamese charge across the Demilitarized Zone in retaliation for the South Vietnamese campaign in Laos 1 A helicopter carrier and other ships of the US 7th Fleet brought a 1500-man landing team with tanks and artillery from the division headquarters on Okinawa to the coast below the DMZ The Marines remained aboard the ships ready for a landing to reinforce US and South Vietnamese troops should the Communists launch an offensive with elements of three North Vietnamese divisions believed to be within striking distance of the DMZ Nine thousand US troops that normally operate along the DMZ were moved west to the Laotian border last week to act as a blocking force for the 10000 South Vietnamese troops that have crossed into Laos in a campaign to cut the Ho Chi Minh trail Another 3000 to 5000 South Vietnamese troops were shifted to the east this week to protect the eastern border of the DMZ The 3rd Marine Division once patrolled the rugged mountainous jungle below the buffer zone It was i withdrawn from Vietnam in November 1969 In the Laotian operation South Vietnamese headquarters announced that its forces had captured six Russian trucks used by the North Vietnamese 14 82mm mortars and four 122mm rocket launchers South Vietnamese troops who Wednesday occupied the town of Sepone 25 miles inside the Laotian panhandle reported they blew up two large ammunition dumps on their drive to the town There was no announcement of the foiled late Wednesday The sheriff said he believes a realistic plastic gun and the tools found in a large cell holding federal prisoners were brought to the jail by misdemeanor prisoners working for
