(AP) A plane crash during a severe lightning storm killed a New Jersey bank official who had been indicted with two other men on charges of bilking a bank of hundreds of thousands of dollars. The banker's wife and four sons also died in the crash. State police yesterday reported that the twin-engine craft crashed Tuesday evening in a heavily wooded area on top of North Mountain at Doubling Gap. 14 miles northwest of Carlisle. Officials said the crash compressed the body of the plane to the size of a large car.

The victims were identified by state police as Edward J. Keegan, 48, his wife. Barbara, 47, and four sons: Robert. 21: Michael, 18: James 13; and Joseph, 12, all of Milford, N.J. Saigon to move 10 million city folk UNITED NATIONS (AP) South Vietnam plans to resettle about 10 million urban dwellers in rural areas, a United Nations mission recently returned from Vietnam reported yesterday.

The figure represents about half the population. The mission supported the resettlement project and called for $432 million in aid to help cover costs of the relocation and rehabilitation plans. The group said the resettlement program has been given top priority by Vietnam's Communist authorities to alleviate the burden on the cities, reduce unemployment and the recovery of agriculture. A year-long program to move people to the countryside has attracted 400,000 volunteers, Saigon radio reported Tuesday. The four -member mission's findings are in a 87-page report submitted to SecretaryGeneral Kurt Waldheim.

Before the war escalated in 1965 about 30 per cent of the country's population lived in urban areas. At the end of the war more than 60 per cent of Vietnam's 21 million people lived in towns and cities. Those to be moved include people who fled to the cities during the last days of the fighting and soldiers of the former South Vietnamese government and their families. Headed by Dr. Victor Umbricht of Switzerland, the mission toured North and South Vietnam for weeks in March to study the needs of emergency relief and rehabilitation.

Some Western diplomats questioned the mission's wisdom in endorsing what they felt would amount to a forcible transfer of people that may run counter to the UNrecognized principles of human rights. But a UN official said the organization "routinely" helps resettlement programs around the world and pointed out that the office of the UN High Commissioner for Refugees engaged in such projects in Africa and the Indian subcontinent. The report said a great majority of the people to be relocated are those who left their land because of military operations and the creation of zones" areas vacated for strategic reasons. During the American military buildup, when an economy was created that relied on U.S. aid spending, many of these people found work in and around military bases or with U.S.

contracters. The mission estimated the number of unemployed heads of household at more than three million. It is generally estimated that a Vietnamese family averages five people. Judge sets bail at $250,000 for boxer's slaying suspect VIRGINIA CITY, Nev. (AP) Bail was set yesterday at $250,000 for a brothel guard accused of slaying Argentine boxer Oscar Bonavena May 22. District Court Judge Frank Gregory rejected efforts by Willard Ross Brymer's lawyer to get bail set at $50,000, saying Brymer faces a "grave" charge and the bail should reflect it. Jerry Polaha, Brymer's counsel, said he's considering a possible petition to the state Supreme Court to get bail reduced because the $250,000 "is really no bail at all." Brymer and Polaha were in court for about half an hour for the hearing. Brymer, 31, faces a preliminary hearing in the same courtroom June 8.

He is being held in Nevada State Prison in lieu of bail. Polaha said he's also trying to get the defendant shifted to another institution where he can more easily contact him while setting up his defence. Gunter Hanisch, 54, jailed 14 years ago for killing a policeman, shot warden Helmut Kuenkeler with a dum-dum bullet at close quarters during a struggle in the official's outer office. The gunpowder used in the home-made weapon had been smuggled into the prison in tea-bags, justice department officials said.

Quick move into pay TV vowed TORONTO (CP) Broadcasters and cable television operators at the Canadian Cable Television Association (CCTA) covention say they are ready to take up a federal government offer and move quickly into pay television. Murray Chercover, president of CTV, said in an interview the privately owned network will present the Canadian Radio-television and Telecommunications Commission (CRTC) with plans for a joint venture with cable companies to launch a pay TV system. CCTA President Michael Hind-Smith said the association, representing most of the country's 400 cable operators, is ready to become the dominant force in a national pay TV system and is willing to join forces with regular TV broadcasters, and filmproduce new payas-you-watch programs.

They were responding to Communications Minister Jeanne Sauve who caused a stir at the CCTA's annual convention by calling for submissions on pay TV by Sept. 1. Mrs. Sauve told the cable operators and a large number of invited broadcasters and film-makers that pay TV is inevitable and could be used to pump $13.5 million or more annually into domestic television program production. She said the government will announce new pay TV policies this fall, probably setting out guides for a single national pay service under government regulatory control, but run independently by the cable, broadcasting and film industries.

Subscribers would pay a flat monthly fee, perhaps $8, for a package of commercialfree movies and other programs. CRTC Chairman Harry Boyle said the agency will be ready to consider applications for pay TV licences by the end of the year. Mrs. Sauve said pay television must duplicate shows now offered by regular broadcasters and must be used to help finance production of high-quality Canadian programs good enough to attract international purchasers. Pay TV will likely be bought by 35 per cent of the country's 2.7-million cable subscribers.

If 15 per cent of gross pay TV revenues are invested in domestic program production, the amount would reach $13.5 million a year, which exceeds CTV's programming budget this year of $13 million. Mr. Chercover said there is no doubt that Canadians have the talent to produce new programming which can compete with mass-appeal U.S. shows. Mr.

Hind-Smith said the cable industry wants to start producing pay programs which are "very different from the advertiser-supported programs now on television." He said new cable industry proposals for pay TV will likely involve Canada's feature film production industry. Ottawa film-maker Budge Crawley, winner of an Academy Award in April for his film The Man Who Skied, Down Everest, said quality domestic feature films now cost $1 million or more to produce. He said the government should avoid direct involvement in financing programs but should charge a 10-per- cent tax on the annual $50 million Canadians pay at theatres to watch U.S. movies. The money would be given as tax incentives to foreign companies buying Canadian films.

He said this would give Canadians incentive to produce good films and open new foreign markets to them. Television producer Norman Sedawie of Los Angeles told the cable operators he doubts that pay-TV would rob broadcasters of regular commercial television audiences. Pay television must provide high-quality programs as an alternative, not a replacement for the shows that now fill commercial airwaves, he said. Ted Rogers, president of Rogers Telecommunications Ltd. of Toronto, said cable companies cannot stop at mass appeal pay TV movies but must provide special programs and services such as adult education courses, international programming, stock-market quotations and other financial services, electronic library services and even race results..
