Il would not be a lair thing to impugn iha motive ot Mr, Washburn in giving this property to the State. He did want it for the simple reason that he had no use for it, and therefore supposed the State mifiiit mate good use ot it by verting it into an Industrial School for Girls, and a year ago tendered the property to the State for that purposes. A thorough investigation was ruacla at lie time Senator Richardson and others, and il found that the Stale did not need, least that it would not be justified in sup porting, an scnoonor tiiris, and therefore the offer made by 3Ir.

Washburn was rtjcCiid. In Governor Smith's annua message, be dissusses the question of eatab liBhing a school ior indigent children. He EUggepted that this was needed for the reason that over 100 boya found thoir way to the Industrial Scnool because they were poor and had no homes. They had committed no crimes, were not incorrigible, but were dependent, and to save them from going to the poor hDU3es, they were sentenced to serve in the Industrial School. Governor Smith suggested the propriety ol accepting the Washburn property and make it a home lor these indigent boys.

This has been done. How much It will cost can hardly ba told. To a certain extent the building must be remodeled. The grounds must be kepi in eood shape. Officers must be appointed to manage the new institution.

Appropriations must be made to meet tho expenses. All told, several thousand dollars a year will be required. These are the facts in the case, and our correspondent who has a just regard for thB interest or the State and its institutions, as wed as for the tax-payera must ap-r peal to his own judgment as to the propriety of accepting- the Edgewood "property lor the purposes we have stated. It is too late now to remonstrate the title of the property Is io tiic State of Wisconsin. THE EEPOET OP THE RAILWAY COMMISSIONER.

Hon. A. J. Turner, Hallway Commissioner of Wisconsin, has made his first annual report, which is the filth report under the Oommlisioner system, fosay that It is the best work ot the feind which has ever been issued in this Stale, would be an insufficient commendation for so valuable a report. It contains statistical and historical matter which have neytr beforu appeared in print, aud therefore can not fail to be a most valuable work -A reference.

A few days we published Irora this report some interesting facts regarding railways in Wisconsin, Which are hardly necessary to republish in full. The number of miles of road in the State is 834, and there were built during the year 1878, 91 miles. The coal ol all the roads, which is somewhat difficult to estimate, is put down at millions of dollars, making an averse 0f over $42,000 per mile. The total debt of the roads, funded and unfunded, is 91.67S, The gross earnings of the rooda are a Utile over 20 million dollars, for 18(8, el which $11,951,019 is apportioned to Wisconsin on the basis ot miles of read within the State, compared to the whole, which is. an increase for Wisconsin oi nearly 2 million dollars oyer 1877.

On this subject Commissioner Turner remarks: "I believe that ia about every' instance where county aid has been voted, the reault has been fruitful of litigation, overnuraenaomc to the people, unequal its results, and has created a leeiing of satisfaction and unrest that cbecks enle prise and is positively vicious in all ot its effects. In my judgment, all laws author izing counties to aid railroad enterprises ought to be repealed." As to the management of the railways ii Wisconsin, Mr. Turner says: "The management of the roads in this State is excelled by none in this country. The tract and equipment ol the main fines are equal to the best of the oid roads at tho East, and in the luxurious elegance and convenience of the common coaches, they excel all others of which I have any knowledge.

The courteous treatment travelers receive from the employes is deserving of ihe highest commendation and the safety assured them demonstrates the manogement of the road9 ia in the naadB uf men who are keen. alive to the duties of their responsible positions." Tue Board also present an extended and vigorous report on the question of spelling reform entrusted to them. They urge a radical reform in English oi'thocraphy, but deem it advisable to wait until some mere practicable method than is now obtained 13 educed, and a dictionary printed on the principles thereof.
