Thursday, August 22, 1 996 Judge hides as hunt for murder suspect continues EDWAKDSVILUE (AP) A Madison County judge is in biding on the advice of police who fear a suspect in the killing of a lawyer may also harm the judge. Associate Judge Ann Callis Rongey, 31, of Troy is taking a leave of absence at an undisclosed location while police continue their search for murder suspect Kelly Lee McGinnis, 40, of Greenville. McGinnis was charged last week with gunning down attorney Thomas Meyer on Aug. 12. Meyer represented McGinnis' ex-wife in a bitter divorce and child-custody case in which Rongey awarded custody of McGinnis' two children to the ex-wife.

Rongey entered the final order against McGinnis in March, stating in her decision that she believed Kelly McGinnis had not always acted in the best interests of the from the St Louis Metropolitan Major Case Squad recommended Rongey leave the area until McGinnis was found. He also had a private practice that handled divorce and custody cases.

Authorities found his body last week in an alley behind his law office. Champaign school accused of racism CHAMPAIGN (AP) The U.S. Education Department is investigating a claim of racial discrimination in Champaign's school district, the district's superintendent said. The department's Office of Civil Rights had already scheduled a review of the district's policies toward minorities before receiving the complaint. Education Department spokesman Rodger Murphey said. The complaint said the school district's busing patterns denied minority students access to both remedial and talented and gifted programs, Murphey said.

Investigators also will review minority student access to upper-level courses and issues of minorities in special education. Superintendent Tim Hy-land said Tuesday he had received a letter notifying the district of the investigation but federal investigators have not visited Champaign schools. Duane Reed, vice president of the Champaign school board, said the busing issue has been simmering in the district for some time. He said the number of children bused from predominantly black neighborhoods to predominantly white neighborhoods is high, while the number of students from predominantly white neighborhoods bused into predominantly black neighborhoods is low. "I think it's time to look at equity and parity in the issue of busing at what it does for all students," Reed said.
