C4 The News Tribune Sunday August 23 1998 Report Continued from Cl r'H LAGGING TEST SCORES Chief Leschi Schools spends about $14000 per pupil according to a consultants' report more than twice that of two school districts used for comparison purposes in the report Still its students' scores on standardized tests lag behind the others and the state average Comprehensive Test of Basic Skills (CTBS) Grade 4 1997 STAFFING AND PAY AT CHIEF LESCHI SCHOOLS A consultants' study compared staffing and salaries at Chief Leschi Schools with two other districts the Mount Adams School District in YaW- ma County which has a 60 percent American Indian population and the nearby Orting School District and with the statewide average in districts with 1000 to 1999 students One finding: Chief Leschi had many positions that the other school districts didn't Here's how the top 11 positions at Chief Leschi compare: Minson said not fair using her as a scapegoat Our family knows Linda was there for the kids and wanted the best for them" One of her grandchildren had severe attention deficit disorder problems and she went to school daily to help keep him in class she said Rudolph was very supportive die said The consultants said they examine the financial condition of the school or its budget cash flow or accounting process but they recommended that the school board fully aware of the overall financial conditions of the Chief Leschi graduates 58 percent of its students and has a dropout rate of 15 percent according to the report Mount Adams by contrast graduates 70 percent of its students and has a dropout rate ofl percent Still Bennett said more American Indian children are making it all the way through Chief Leschi Schools than in the past She fears the BIA will use the current at dollars from the federal Bureau of Indian Affairs a part of the Interim Department Since then investigators have issued two subpoenas for all sorts of school records according to the report and tribal attorney John Bell No findings have been released and investigators comment on their efforts The consultants said in their report that they found an inadequately trained school board overseeing a school system with a budget of nearly $13 million a year that is top-heavy with administrators and has too many underachieving students These are some of the findings and recommendations in the consultants' report: Chief Leschi with a kindergarten through high school student enrollment of 909 spent about $14000 per pupil last year The consultants compared that with Mount Adams School District in Yakima County which had a 1997 student population of 1274 more than 60 percent of whom were American Indians Mount total operating budget was $9 million and it spent $6000 per pupil The Thcoma School District with a student enrollment of about 31000 spends $7400 per pupil spokeswoman Judy Parker said Despite the high per-pupil expenditures October 1997 standardized student test scores from Chief Leschi Schools were the lowest in the state the report said Out of a staff of 2795 full-time equivalent employees 21075 are nonteachers The statewide average for schools with 1000 to 1999 students is a staff of 13482 with 4877 nonteachers the report said In light of the low test scores the Chief Leschi School Board should consider cutting excess nonteaching staff and spending the savings on programs for students the report OSCAR HOLMDALE THE BOSS" Oscar Holmdale longtime builder of custom homes in the Greater FifeTacoma area passed away peacefully August 20 1998 He was bom in draftsman by trade He designed their first home in St Paul while working for the Weyerhaeuser company In 1960 the company relocated him to Tacoma Washington They resided in Fircrest for eight years before moving to their final noma which he designed and created on Lenore Drive near the Narrows Bridge He Is survived by three sons William Gregry and Jon one daughter Lynn and grandchildren A entered the novitiate at St Benedicts Convent St Joseph MN on June 16 1929 and professed vows as a Benedictine on July 11 1930 She taught primary grades at Holy Rosary School ana Visitation School In Tacoma as well as St Anne's School In Minneapolis MN St Joseph's School in St Joseph MN and at All Saints School in Puyallup WA Her career as a church organist and music teacher began in 1950 and spanned forty years ending In 1990 when she suffered a debilitating stroke She was one of the thirty-five founding members of St Placid Sister Margaret Mary formerly known as Sister Othmaar was hospitalized briefly in 1990 and came to Evergreen Convalescent Center in Olympia for sixteen months In 1991 she came to providence Mother Joseph Care Center where she died on August 21 1998 She will be remembered as a dedicated musician who was very focused on her work The nursing staff caring tor her experienced her sweet and patient disposition and her prayerfulness Preceding her in death are her parents her brothers Peter David Jerome and Bernard Dickson and her sister Delores Dickson Trapp Surviving her are members of her monastic community her brothers George James and Thomas Dickson
