What chance has a watchman or constable, however courageous, against a desperate gang bent on robbery? And tb.e citizens themselves are helpless, because taken by surprise, and the work of blowing and looting the vault is over so quickly that they have no time to grasp the situation and marshal their forces. So the story of Gallatin is the story of other rural bank robberies.

The bandits arrived In an automobile in the early morning hour, secured their plunder and departed as they came. They had their will of the town, and escaped without leaving a clew as to their Identity. This demonstrates anew the need of rural police system in Missouri. The need dated from the. time the automobile came into general use, and it is becoming more insistent as the mileage of good country roads IB extended.

The cry is raised In some quarters that state police would place an additional burden on the taxpayers, but experience of other states has shown that by detecting unlicensed vehicles alone the police practically pay for themselves. The police worked on two theories tonight in their Investigation of the death of "Handsome Joe" Lanus, wealthy automobile' dealer, -who was found shot to death In his garage. One was- that he was slain by jealous rival over a whose glove was found near the body, and the other was that Lanus, merciless In his dealings with delinquent customers, was killed in revenge. He was shot twice in the back. Two revolvers were found near, his body, one fullyi'oaded, the other with two empty "catrldges. Friends of the slain man informed the police that his fortune probably amounted to 510,000.000.

Lanus' busines and love affairs were numerous, it was said-. He had scores of deals with women customers' which he always handled him-! self. He was a well-known figure in the night life of cabarets and roadhouses; A heretofore unrevealed chapter In his life was made known at the inquest Saturday night when Louis Morris, a former salesman for him, testified Lanus had a 'wife and son living in the south. The boy was a southern university. Morris said he understood Lanus' friends knew him as a' bachelor.

The secret of his death, the police said might be involved in his family connection, hitherto untouched. Ming Alice McArdle secretary to Lanus, said she nothing of any marriage. She testl- fid regarding a visit of Miss Ryan to the slain automobile dealer's place of business shortly after the tragedy. Miss Ryan' according to the evidence, had learned of the shooting through- a Miss Walsh, a telephone operator. The telephone girl, it was said, listened in calls to the gar- "ge after the tragedy.

Both girls were questioned by the police. Search was made for one of Lanus' customers, after Miss -McArdle told the coroner of an argument between the two over debt of owed by the customer to Lau- us. "She said Lanus threatened suit if the debt were not paid. A resolution to grade, curb pave and otherwise improve Eastin street In this city from the north side of Webster street to the south side or line of Calhoun street. Be it resolved by the Mayor and City Council ot the City of Chillicothe, Missouri, as foli'ows: Section 1. The City Council finds that 'Webster street, a public street In the City of Chillicothe, Missouri, at its intersection with Eastin street, IB now graded, curbed and paved with Hassam patented cement pavement; that Calhoun street, ajublic street In said sity. Is now, at its intersection with Eastin street, graded, curbed and paved with brick; that the roadway In Eastin street, between and connecting the north side or line of Webster street and the south side or line of Calhoun street Is a public street' In said city, is not more than eight hundred feet In length, and connects by the most direct route, the gradpd, curbpd and paved roadway, aforesaid in Eastla street, and more particularly that part of same extending across Webster street at Its Interspctlon with said Eastin street, with the graded, -curbpd and pavpd roadway aforesaid In Calhonn street, and morp particularly that part of same extending across Eastin street at Its intersection with said Cnl'houn strept; and that a necessity now exists providing graded, curbed and pared "roadway In said Eastin strept to connpct the roadways now improved as aforesaid. Wherefore the City Council depms and does hpreby declare it necessary that Eaatin street fn this city, from the north side or line of Webster street to the south sidp or line of street, be tti established grade, a a points and in'all portions of the same I where curbing and paving are Hereinafter declared' necpssary; that said portion of said Eastin street be curbed on each side. Including all necessary returns at street and alley Intersecting, wi'th artificial stone curbing that said portion of said tlu etrret be paved with three Inch Vertical' Fiber Brick laid on a flve Inch concrete base with cement grout Bller, from curb line to curbllns, the distance between curb line curb line being 24 except at any street and alley intersecting where grading, curbing and paving have already been done, at which places the axlsting Improvements shall not be disturbed. All the said grading, curbing and paving shall be done In accordance with the plans and specifications therefor heretofore prepared by the City Engineer and now on flip In the office of the City Clerk. Section 3. The cost of all the said grading, curbing and paving, Including the cost of bringlng-the street to the established grade shall be 'paid to the contractor in special tax bills against the property liable thprefor according to law.

Section 4. The City Council hereby sets Monday, the 4th day of December, 1922. at the hour of seven- thir.ty, p. as, a time when any person or persons desiring to do so may appear before the City Council at the Council' Chamber, and be heard on the question of the necessity of he work sought to be done. Section 5.

The City Council does hereby order and cause this resolution to be published for seven (7) consecutive insertions in the Chillicothe Constitution, a dairy newspaper printed' and published In the City of Chillicothe, said newspaper being the official organ of the City. All the said grading, curbing and paving shall be done in accordance with the plans and specifications heretofore prepared by the City Engineer and now on file In the office of the City Clerk.
