Brazil has gained the release of three kidnapped diplomats in the last two years by bowing to terrorist demands for the freeing of political prisoners. Police and officials were studying two documents they said were the first word from the terrorists who kidnapped the ambassador. One documents was said to be a manifesto from the kidnappers, and the other was reported to be a letter written by Bucher. Both were said to be hand-written in French.

Someone called the Swiss embassy yesterday afternoon and said an envelope containing the documents had been left at a Roman Catholic church in suburban Tijuca. Police had received several previous notes purportedly from the kidnappers but had ruled them "unauthentic" because they contained nothing from Bucher to prove that he was being held by the senders. The notes variously demanded freedom for 60 or 70 convicts regarded by terrorist groups as political prisoners. Bucher was snatched from his limousine at gunpoint while on his way to the Swiss embassy. A Brazilian federal police agent riding with him as a bodyguard was wounded and was in critical condition in hospital.

Despite a lack of clues, Sao Paulo police dealt a major blow to terrorists earlier this week with the killing of Ed- uardo Leite, the top lieutenant of the late Camara Ferreira, leader of the terrorist National Liberation Alliance. It was Leite, known as "Bacuri," who led police Oct. 24 to an appointment where Camara Ferreira was captured. Bacuri escaped in the confusion. Police said Camara Ferreira died heart attack when ambushed.

Leaflets charged he "was killed by torture" in Sao Paulo. Police caught with Bacuri and killed him in a gun battle on a beach road in the resort city of Sao Sebastiao, near Sao Paulo. His death was made public yesterday. Bacuri was the third terrorist killed by Sao Paulo police in three days. Westmount seeks meeting on ramp By WALTER TURNER Westmount administrators last night expressed opposition to the provincial roads department's plans to construct an access ramp to the Trans-Canada Highway through their city's Greene Avenue-St.

Antoine Street area. They decided to ask the national assembly to arrange a meeting of roads department officials, the Quebec Housing Corporation and themselves "to resolve the Council said it was "concerned with the imminent dislocation of 29 families in the area" as a result of the decision to build the ramp in that particular area. Council added it had "received no information as to what plans have been made for housing these families" and that "it believes there may be suitable alternative locations for the proposed ramp." The alternatives weren't mentioned. It was also decided by the city's administration to request "in future, governmental activities which may affect local residents of a municipality not be initiated without prior consultation between the governmental and municipal representatives." Council confirmed the city's valuation roll for 1970-71. It showed total valuations of $369,597,500 of which $288,276,900 is taxable.

The current year's total is $368, 576.350 of which. $286,659,050 is taxable. Assembly gives final reading to three municipal bills The Star's Quebec Bureau QUEBEC The national assembly gave third and final reading to three municipal affairs bills last night, including one that will let municipalities spread over five years fiscal measures to get rid of surpluses or deficits accumulated before Jan.

1, 1971. Municipal Affairs Minister Maurice Tessier told the assembly that from Jan. 1, 1971, cities and towns will be obliged to prepare and submit to his department balanced annual budgets. The five -year bill was being brought in to give municipalities with surpluses or deficits time to bring their budgets into balance gradually without having to slash taxes drastically or double them in order to sort out their financial affairs in one year. Municipalities would be allowed to take less time than the five years if they wished, but the time was at their disposal.

Another bill makes technical alterations to the Quebec Municipal Commission, including one that allows the membership of the commission to be increased to 10 from six. The third bill changes the Family Housing Act to extend until June 30, 1972, the time in which financial a aid can be granted to persons borrowing money for building of houses completed by that date. The present cutoff date for finishing of construction is Dec. 31, 1970. Another provision makes it easier for the Quebec Housing Corporation to lend money for dwellings for aged persons.
