Under an accord signed June 13 calling on all parties involved in the Vietnam War to honor its cease-fire, Saigon and the Viet Cong were given until July 27 to reach agreement on elections in the south. , The two sides met periodical- 1 iy during the first 90 days after :die original Jan. 27 cease-fire agreement, but failed to reach {agreement. • j Second Deadline I The second deadline was set last month when South and | North Vietnam, the Viet Cong and the United States signed a statement asking all parties concerned to safeguard the fragile truce in Vietnam. When the Viet Cong and Saigon met last Wednesday for the 16th time, Deputy Premier Nguyen Luu "Vien of South Vietnam proposed that the two sides meet in private sessions similar to those which led to the cease-fire agreement. Vien wanted the secret talks, modeled after negotiations be­ tween Henry A. Kissinger and his Hanoi counterpart, Le Due Tho, because he said only private sessions could result in any progress. The Viet Cong dismissed the idea., Serktis Discussion "This is a gimmick designed- to make the conference drag pn and on," Nguyen Van Heieu, Viet Cong minister of state, said. "If Saigon wants to discuss things seriously, T told them it can be done right here and now and not in any new form." Under the Vietnam cease-fire accord and the June 13 communique, the two sides must set up a three-sided body to organize elections. Two sides are the Viet Gong and Saigon. The third side, under the agreement, is composed of neutral parties. South Vietnam rejected a suggestion last week that the neutralists join v the present talks. "These people are so numerous and they are living in such distant places as the United States and Japan," Vien said, "that they would have to travel all over the worJd to come here and get around the table." Jail Evacuated As Battle Experimental Aircraft The X-24B is the newest of the manned lifting bodies to be flown in the joint NASA-USAF flight research program. UNIFAX Heavy Fighting Near Saigon SAIGON (UPI ) - Heavy fighting, some of it raging within 50 miles of Saigon, reportedly left 43 South Vietnamese and Communist troops dead Tuesday. Saigon military authorities said today that 27 Communists and one government soldier were killed and 24 Saigon troops wounded in fierce battles 42 and 50 miles southwest of the capital in Dinh Tuong province. 12 Reported Killed In Chuong Thien province, 100 miles southwest of Saigon deep in the Mekong Delta, 12 Communists ' were reported killed at a cost of three government troops dead and seven more wounded in skir- ABOVE ALL MAKE IT WHITE'S ROOFING 342-0185 mishes within five miles of the provincial capital of Vi Thanh On the truce front, a government spokesman said basic agreement was reached Tuesday with the Communists to free remaining civilian and military prisoners held by each side before July 28, the deadline for completion of the releases. But wide disagree ment remained on how many prisoners each side holds. 200,000 Prisoners The Communists said Saigon still holds about 200,000 political prisoners. Saigon said it holds no , political prisoners—only 5,081 civilians, whose release would be completed under terms of Tuesday's agreement Conversely, Saigon says the Communists still hold 26,800 military prisoners, including hundreds of officers, and 68,363 civilians. The Communists say they hold only 5,440 military prisoners and 1,022 civilians. ROME (UPI) - Mrs. Gail Getty asked newsmen for silence and cigarettes. Then the mother of J. Paul Getty III, grandson of a man sometimes called the richest in the world, told newsmen she was contacted by persons who said they kidnaped her son. "I am more than satisfied that it is a genuine kidnaping and that my son is all right," Mrs. Getty said Tuesday. "I believe he is in good health." Missing Eight Days The 17-year-old youth has been missing for eight days, tout there were reports earlier that he may have simply gone [away with some hippie friends. Mrs. Getty said earlier that an anonymous telephone caller said her son was kidnaped. She said Tuesday that the. alleged kidnapers contacted her again —she did not say haw—to say they wanted assurances the family would pay a ransom and that police would stay out of the case. (Today John Calvin Beck, - alias Tom Anthony, of Destiny Records, awaits government officials from the federal penitentiary at Atlanta. Jumped Parole Beck said he jumped parole six years ago in Atlanta after being told he could not visit his brother who is a captain on the Bibb County, Ga., security police. He had just two months left on probation at that time j after being given a five-year white slavery term. "So I went (to see his brother) anyway and from that point on I was in violation," Beck said. "I changed my name the next week to Tom Anthony. I really don't know why I chose that name other than it just came to me. At the time my wife was pregnant with our first child and I promised her we'd start a new life. New Life "I became another person. In reality Johnny Beck died and made a new life as Tom Anthony. I secured another Social Security number, a new driver's license and bought a car under the name of Tom Anthony and got additional identification." Henderson Ph. 343-3103 PHNOM PENH (UPI) Military sources said today the government is removing about 2,000 prisoners, some of them Communist POWs, from a jail 6V4 miles south of Phnom Penh because of heavy fighting less than a mile away. The sources said the evacuation began Tuesday at Prey Sar jail and wSttld continue slowly over the next few days, with prisoners going to another jail in Phnom Penh itself. Prey Sar houses government military prisoners and POWs, among them Cambodian rebels and North Vietnamese, plus common criminals and political prisoners. Prime Target Intelligence reports have Indicated that Prey Sar is a prime target in the current Communist offensive south of the capital. Field reports said there were repeated air strikes by U.S. F4 Phantoms today near the southern battle front, 11 miles south of Phnom Penh. The reports said six waves of warplanes attacked near embattled positions on Highway 3. Soldiers near Prey Sar said that 25 government troops were killed and 30 others wounded by an accidental artillery barrage that was aimed at repulsing rebel attacks on a small outpost on the southern front, the outpost was evacuated. Heavy Fighting The Cambodian military com* mand reported heavy fighting Tuesday between government forces and Communist troops near Wat Sleng, a pagoda 9Va miles from the capital. The Cambodian command also said the provincial capital of Prey Veng was hit by 20 Russian-made 107mm rockets, but no casualties were reported.
