Mrs. Fisher was preceded in death by one sister and three brothers. She was a member of the Order of the Eastern Star, Delavan chapter, the First Presbyterian Church of Green Valley and the United Presbyterian Women's Ciub. Memorials may be made to the First Presbyterian Church of Green Valley. Edward Buehrig MINIER Edward Buehrig, 75, a noted political scientist and recipient of an honorary degree from Illinois State University this spring, died Sunday (Aug.

31, 1986) at Meadowood Re- tirement Com- Francisco Conference which drew up the U.N. charter in 1945. He was secretary-general from March to May 1946 of the commission established by the Council of Foreign Ministers to define the border between Italy and Yugoslavia. In 1948-49 he conducted a study published as "Woodrow Wilson and the Balance of Power." He also worked with the U.N. in the 1960s in Beirut on relief for Palestinian refugees.

Mr. Buehrig remained active after his retirement from IU in 1981. His last book, "The Perversity of Politics," was published in 1985. He was a member of the American Political Science Association, American Society of International Law, Kappa Delta Pi, Pi Kappa Delta and the First Presbyterian Church, Bloomington, Ind. He was awarded an honorary doctorate from ISU at graduation ceremonies in May.

Memorials may be made to Monroe County United Ministries or the church. Fla. and Beatrice Schuler of Tampa, two stepchildren, William D. Tucker of LeRoy and Mary Kay Tucker of El Paso; seven grand-children and four step-grandchildren. Other survivors include one sister, Lillian Wurmnest of Sibley.

Mrs. Tucker was preceded in death by her first husband, Joseph Wargo, one brother, one sister and one grandson. She lived most of her life in the Streator area. She was formerly employed at St. Mary's Hospital in Streator.

Elmo A. Winterland LEXINGTON Elmo A. Winter-land, 74, of rural Lexington, a farmer in the Lexington area, and former owner and operator of the Oasis Drive In, died at 8 a.m. yesterday (Sept. 6, 1986) at St.

Joseph's Hospital Medical Center. His funeral will be at 10:30 a.m. Monday at St. Paul's Evangelical Lutheran Church in Lexington, with the Rev. Paul Shropa officiating.

Burial will be in Lexington Cemetery. Visitation will be 5 to 8 tonight at Musselman-Moore Funeral Home in Lexington. He was born June 12, 1912, in Lexington, a son of Henry and Rosa Lanzier Winterland. He married Arline Gleeson May 1, 1938, in Chenoa. She survives at home.

Also surviving are. two sons, Ronald, Lexington and Terry, Dan-vers; and a sister, Verna Miller, Cooksville. Other survivors include four grandsons and one granddaughter. Two brothers preceded him in death. Mr.

Winterland was a member of St. Paul's Evangelical Lutheran Church of Lexington, and had served as a former elder and trustee of the, church. He was a former schoolboard member in Lexington, and served as a bus driver for many years. He was also a member of the Lexington Community Club. Memorials may be made to the church or to the Arthritis Ernest H.

Perschall Ernest H. Perschall 66, of 304' E. Baker Bloomington, who re-tired from Caterpillar In East Peoria after 32 years, died at 7:30 p.m. Friday (Sept 5, 1986) at St. Joseph's Hospital Medical Center.

Kibler-Smith is in charge of ar- rangements. His funeral will be at 9:30 a.m. Tuesday at the funeral home and 10 a.m. at Holy Trinity church, with the Rev. Mark DeSutter officiating.

Burial will be in Park Hill Cemetery, Bloomington. Visitation will be from 5 to 9 p.m. Monday with a prayer service at 7 p.m. at the funeral home. He was born April 27.

1920. at Peoria, a son of Ernest H. and Emma V. Tealander Perschall. He married Margaret Lorraine Hogan on July 27, 1943, at Chicago.

She survives. Also surviving are three sons, Bill rural Shirley; John LeRoy; and Michael Blooming- ton; and two daughters, Mary Jor-dant, Wheaton; and Jean Wall, Ar-rowsmlth. Other survivors Include three granddaughters and six grandsons. Mr. Perschall was a member of Holy Trinity Church; the Local 974 of United Auto Workers; a lifetime member of Veterans of Foreign Wars in Bloomington; and belonged to the American Legion.

He was an Army veteran of World War II. Rachael B. Cooper The funeral of Rachael B. Coop- er, 81, 509 N. Adelaide Normal, who died Friday (Sept.

5, 1986), will be at 3 p.m. Monday at the Metzler Memorial Home, with the Dr. Bert L. Lancaster officiating. Burial will be in Evergreen Cemetery, Bloom- i ington.

Visitation will be one hour before the service at the memorial home. She was born in Bloomington, a daughter of William T. and Jennie Hart Batson. She married Richard A Cooper on July 12, 1947, at Wash- ington, C. He died June 28, 1976.

She is survived by one sister, Ruth Riebe, 1026 E. Front will be in Glendale Memorial Gardens. Visitation will be from 6 to 8 p.m. Monday at Woolsey Funeral Home, Pekin and one hour before the service at the church. Mr.

DeBoer was born March 12, 1912, in Pekin, a son of Fred and Pearl Ketchum DeBoer. He married Gladys Willoughby on Sept. 19, 1948, in Springfield. She survives. Also surviving are one daughter, Dale "Sandra" Swanson, Pekin; three sons, Gary Neavor, Robert DeBoer, and Richard DeBoer, all of Pekin; one brother, Henry, Bloomington; two sisters, Marjorie Mahan, and Thelma Harmon, both of Pekin; and five grandchildren.

He was preceded in death by one daughter, two sisters and two brothers. Mr. DeBoer served with the U.S. Army Air Force in World War II. He worked for 29 years at the Commonwealth Edison plant in Pekin, retiring in 1977.

He was a member of the Second Reformed Church, and the Friendship Circle, Voyager's and Tweeners, all of the church. He was also a member of the Pow-erton Playboys. Memorials may be made to the church. Charles Strange CLINTON Charles Ray Strange, 73, of Clinton, died at 6:25 last night (Sept. 6, 1986) at Dr.

John Warner Hospital, Clinton. He was taken to Herington-Calvert Funeral Home, Clinton. F. Dorothy Fisher GREEN VALLEY F. Dorothy Fisher, 73, of Green Valley, died at 4:15 a.m.

yesterday (Sept. 6, 1986) at St. Francis Medical Center, Peoria, after a short illness. Her funeral will be at 10:30 a.m. Tuesday at the First Presbyterian Church of Green Valley, with the Rev.

Daryl Fansler officiating. Burial will be in Green Valley Cemetery. Visitation will be from 6 to 8 p.m. Monday at Woolsey Funeral Home, Delavan. Mrs.

Fisher was born May 22, 1913, at Green Valley, a daughter of Frank and Cora Leister Hofreiter. She married John W. Fisher on March 10, 1934, in Peoria. He survives. Also surviving are one son, Alan Fisher, Green Valley and one daughter, Audrey Miller of Delavan.

Other survivors include six Central Illinois Wanda J. Sandage LeROY The funeral of Wanda J. Sandage, 64, of 205 W. Wayne who died at 1:25 p.m. Friday (Sept.

5, 1986) at Mennonite Hospital in Bloomington, will be at 2 p.m Monday at Bruce Memorial Home, LeRoy, the Rev. Norman Toney officiating. Burial will be in the Oak Grove Cemetery, LeRoy. There will be a private family visitation. Mrs.

Sandage Mrs. Sandage was born May 3, 1922, in Blooming-ton, a daughter of Radar and Gertrude Wilson Scott Sr. She married Jessie Sandage Nov. 18, 1944, in Bloomington. He survives.

Also surviving are a son, Steve; a grandson, Scott; and a brother, Radar "Sony" Scott all of LeRoy; and a sister, Gerda Fonger, rural Bloomington. She was preceded in death by her parents. Mrs. Sandage lived her entire life in LeRoy and was educated in LeRoy school systems. She was employed at Coil Craft, Farmer City, several nursing homes in the Bloomington area and Beich Candy Bloomington.

She was a member of the LeRoy Christian Church. Margaret Tucker STREATOR Margaret A. "War-go" Tucker, 67, of 1218 Oakley Streator, died at 8:55 a.m. yesterday (Sept. 6, 1986) at St.

Mary's Hospital, Streator, where she had been in ill heaith for one week. Her funeral Mass of Christian burial will be at 9:30 a.m. Tuesday at St. Stephen's Church, Streator, with burial in Hillcrest Cemetery, Streator. Visitation will be from 6 to 8 p.m.

Monday at Winterrowd Funeral Home, Streator, with the Rosary recited at 7 p.m. She was born Jan. 27, 1919, in Chicago, a daughter of Milan and Bessie Fisher Hotovec. She married William Tucker on March 15, 1973 in Ottawa. He survives.

Also surviving is one son, Milan Wargo of Streator; two daughters, JoAnn Locascio of Auburndale, i Bloomington. She was preceded in death by four brothers. She was employed by the United i States Department of Agriculture in Washington, D.C. for many years and retired in 1968. Memorials may be made to a charity of the donor's choice.

Burial was in Valhalla Memory Gardens, Bloomington, Ind. Mr. Buehrig was born Oct. 4, 1910, in Minier, a son of Edward S. and Emma Kuhfuss Buehrig.

He married Margaret Masters, who survives. Other survivors include two sons, Edward M. "Jack," Bloomington, and Robert North Dan-dalup, West Australia; one brother, Robert Clarkston, and six grandchildren. A granddaughter preceded him in death. Mr.

Buehrig attended 1SU for three years, receiving his) bachelor's degree from the University of Chicago. While at ISU he was an orator, editor of the Vidette and member of the student council. He also received a master's and doctoral degree from the University of Chicago. An author and teacher, Mr. Buehrig was a recognized authority on President Woodrow Wilson and international politics.

He taught government at Indiana University, Bloomington, after 1934. In the later stages and aftermath of World War II he was with the State Department and United Nations. He was a technical expert with the U.S. delegation at the San i 1 Mr. Bloomington-Normal Ansel M.

Scott The funeral of Ansel M. Scott, 88, of Dallas, Texas, formerly of Bloomington, who died Thursday (Sept. 4, 1986), will be at 11 a.m. Monday at the Metzler Memorial Home, with Dr. R.

Robert Cueni officiating. Burial will be in Park Hill Cemetery, Bloomington. Visitation will be from 6 to 8 tonight at the memorial home with a Masonic service at 7 p.m. Mr. Scott was born Feb.

4, 1898, in Willisburg, a son of William and Margaret Sims Scott. He married Jessie F. Belcher on Jan. 21, 1920, in Springfield. She preceded him in death June 21, 1974.

Survivors include one son, Robert Dallas, Texas, with whom he lived; one brother, Hartford Scott, Louisville, and two grandchildren. Mr. Scott was a member of the Arts and Crafts Lodge 1017 AF Si AM. Memorials may be made to the American Heart Association. Lucille Lawrence Lucille Lawrence, 80, of 509 N.

Adelaide Normal, died at 4:20 p.m. yesterday (Sept. 6, 1986) at Shamel Manor Nursing Home, Normal. She was taken to Carmody-Flynn Funeral Home. PM 1 Fred DeBoer PEKIN Fred A.

DeBoer, 74, of 1407 Chestnut died at 9:30 a.m. Saturday (Sept. 6, 1986) at his residence. His funeral will be at 10 a.m. Tuesday at Second Reformed Church, Pekin, with the Rev.
