Guyana Head Favored in Election GEORGETOWN, Guyana (UP!) - Prime Minister Fofbes Burnham, seeking victory again aver an old political foe, was slightly favored today to keep power in this coastal South American country. Both fiurnham and Cheddi Jagan predicted victory Monday night for their parties. The victor will serve as prime minister for five years. Soldiers guarded the country's three official counting offices while votes cast in the second Guyana general elections since independence in 1966 were tabulated. The results of a race that pitted Burnham against opposition leader Jagan for the fifth time, in various races, were expected late today. Although Burnham was rated a slight. favorite, the People's Progressive party ted by .Jagan scored a - lastaninute surge. Political observers said Jagan, along with two new parties in the contest, might reduce the nurriber of seats held by the People's National Congress that Burnham leads. One of the new groups, the Liberator party, was expected to draw its support mainly from the upper classed while the People's Democratic Move- merit made its apppeal chiefly to farmers. Seat Control Burnham controls 30 of the 53 seats in the National Assembly. Burnham sought a two-thirds majority in the assembly, saying he needed it for a free hand in a development program intended to enable the country's 700,000 inhabitants to feed, clothe and house themselves by 1976. That fighting took more than 150 lives. Ballot boxes from 871 polling places, some of them airlifted from the remote interior regions of the country, were taken to the three counting stations to await the official count. It started Monday night. With sunny skies most of the day and with businesses and government offices closing early to give employes an opportunity to vote, observers said perhaps as many as 90 per cent of the 380,165 registered voters may have gone to the polls. State Employes Get Pay Checks } it on Time Righ SPRINGFIELD (UPI) -Some| 12,000 state employes who feared last week pay day would pass them by were paid on time after all, according to a spokesman for state comproller George W. Lindberg. The spokesman said Monday the state employes — most of them staff workers employed by elected state officers—were in danger of missing their regular pay checks Friday because Gov. Daniel Walker had not | signed bills authorizing their pay checks. But the comptroller's office went ahead with the necessary paperwork and was able to issue pay checks just as soon as Walker signed the bills, which he did later Friday. Only several hundred of the 12,000 workers have not been paid, the spokesman said. This is because several agencies have not yet given Lindberg the payroll lists he needs to issue pay checks.
