A-2 Tocoim Sot March 1 1980 The News Tribune Channel 13 crew goes quietly into last goodnight together to give the effort that made KPEC (the original station call letters) and KCPQ such a stitute were almost empty So were the rooms A SKELETON CREW was on hand for the last day but there were hardly any skeletons At midnight the huge metal door between the television part of the building and the portion which houses KPEC-FM the radio station was to clang down to be locked perhaps forever with the locks all changed almost immediately The last program an hour-long show was to be a nostalgia problems granted By JOHN GILLIE TNT Staff Writer The Washington Public Power Supply System board of directors yesterday was clearly split along rural-urban lines yesterday on how the board could gain better control over the vast WPPSS power plant construction projects The board nonetheless approved appointment of a five-member panel to study how the board's executive committee might be restructured That resolution over the objections of most large urban power system representatives included a specific instruction to that committee to study replacing the present part-time executive committee with a full-time professional committee Both Tacoma City Utilities Director Paul Nolan and Seattle City Light Superintendent Bob Murray objected strenuously to the idea of a full-time paid executive board Murray suggested that a fulltime executive board would simply be another layer of management over the system's managing director What the board should do instead of establishing a full-time executive committee is to establish firm policies and goals for the paid management to follow and then get of said Murray If the management doesn't live up to those goals nr fails to carry out those policies the management should be changed he added Nolan said that any move to a full-time executive committee would likely require changes in state laws A full-time board said Nolan might destroy the concept of grassroots representation in the policysetting and implementation Nolan said he found it puzzling that the board should now seem so enamoured with a full-time executive committee when it had adamantly opposed a somewhat similar proposal by Senate Energy and Utilities Committee Chairman Ted Bottiger thought we did not want to give up that he said Nolan said he was puzzled too about the sudden urgency of the proposal special board meeting had been called on two notice principally to discuss the executive committee study The Institute of Public Administration was continue airing its telecourses and Public Broadcasting Service programs said station manager Tom Rogstad Rogstad said Channel 62 usually presents similar programs as Channel 13 through an exchange system He said that since the station is off the air the tapes will just be held at 62 Utility District Hulbert was successful in modifying the resolution to let the study committee know that any new executive committee structure should give proper recognition to the relative size of the investments that the each member of the consortium has in the construction projects Tbe current executive committee chairman Ed Fischer of Clark County attempted to get the board to remove language specifically instructing the committee to study the full-time committee concept The motion was defeated 12 to 8 Voting on the losing side were Tacoma Seattle Clark County (Vancouver) Snohomish (Everett) Chelan (Wenatchee) Cowlitz (Long-view-Kelso) and Wahkiakum utilities Board President Glenn Walkley of Pasco appointed A1 Fletcher of Clallam County as committee chairman and Jim Thompson of Tacoma City Light Hulbert of Snohomish Fischer of Clark and Don Clayhold of Benton County as members The board voiced no objections over his selections Earlier Walk-ley said he intended to appoint a study committee He assured urban board members that the committee be a tool of the so-called faction of the board representing rural Eastern Washington Some Eastern Washington board members had been upset because the present executive committee which is dominated by urban Western Washington utility representatives recently forced the resignation of WPPSS Managing Director Neil Strand WPPSS officials vote for better view By JOHN GILLIE TNT Staff Writer The Washington Public Power Supply System board charged with overseeing the construction of $12 billion worth of nuclear power plants yesterday spent nearly two hours deciding what kind of view it wanted from new offices in a Sea-Tac office building The board also became involved in a lively and lengthy discussion of how the board should be seated in a yet-to-be-built boardroom In the end the board decided to spend more than $10000 yearly to move their new offices from the second to the fourth floor The board in past months had mid flow windows look out on an adjacent parking garage Tacoma City Utilities Director Paul Nolan said it was a matter of providing a suitable working environment for WPPSS employees Strand said the highest flow still unrented in the eight-story building was the fourth The board debated at length District representative Bill Hulbert told the board that he thought an organization with a $12 billion budget should be higher than the second flow WPPSS Acting Managing Director Neil Strand said Writer OLYMPIA A Senate committee will subpoena a state investigator next week to testify about old allegations against a newly appointed member of the state Board of Prison Terms and Parole The Senate Rules Committee unanimously voted yesterday to grant subpoena power to the Social and Health Services Committee which is considering the confirmation of Gov Dixy Lee parole board appointee Donald Bunch The Social and Health Services Committee wants to question Ronald Weaver a member of the Department of Social and Health special investigations unit about allegations made against Bunch while he was supervising a state work release program in Yakima in 1973 and 1974 A program employee has accused Bunch of padding a mileage expense voucher misusing federal money for the program and
