GIUJE TNT Staff Writer Other unions may be eager to begin organizing the military but the Na- tional Association of Government Employees just isn't interested the union's executive vice president said yesterday "There are enough problems in dealing with civilian personnel" said Alan Whitney Whitney is the chief operating officer of the 115000-member union The union has organized National Guard technicians dvilians who perform maintenance and white collar tasks in Washington state The dvilians sometimes wear uniforms as National Guardsmen he said leading to the confusion about the union's intent about organizing the military "WE DISCUSSED the possibility several times" he said "but we've come up with a lot of problems" One major potential problem he said is the conflict between
