Joyce H. Hallmann DELAVAN The funeral of Joyce H. Hallmann, 63, general manager and director of Hallmann-Woolsey Funeral Home who died Sunday, will be at 10:30 a.m. Thursday at Hallmann-Woolsey Funeral Home. He was admitted March 5 to Methodist Medical Center, Peoria, after having been in failing health several years.

The Rev. Jack Porter will officiate, with burial in Prairie Rest Cemetery. Visitation will be from 2 to 4 and 7 to 9 p.m. Wednesday. He was bom Aug.

28, 1915, at Emden, a son of John and Nettie Kramer Hallmann. He married Evelyn Jaros Dec. 13, 1941, at Chicago. She survives. Also surviving are a son, Thomas, Germantown Hills; a daughter, Alice Ann Frazee, Henry; two brothers, Ernest, Flossmoor, and W.J., Sun City, a sister, Wilma Cullen, Mount Pulaski; and three grandchildren.

One brother preceded him in death. Mr. Hallmann was a member of First United Presbyterian Church, where he served as an elder. He also was a member of Delavan Rotary, Delavan Businessmen's Association, Delavan American Legion, Delavan Historical Society and Illinois Funeral Directors. Visitation will be 6 to 9 tonight. She was born May 11, 1906, in Wayne County a daughter of James and Alice Bailey Bratcher. She married Ordie Talbert Oct. 1, 1922, in Wayne He died June 1, 1970. Surviving are two daughters, Helen Kleen, Minonk, and Verta Duncan, El Paso; two sons, James Jr.

and Auburn, both of El Paso; two sisters, Inez Brown, Johnsonville, and Edith Windland, Fairfield; 15 grandchildren; and 22 A brother, three grandchildren and a great-grandchild preceded her in death. She was a member of Union Star Baptist Church, Wayne El Paso Senior Citizen's Club. It was the fourth derailment in two months in Logan County and the third in Lincoln.

The latest derailment, which occurred in the 1100 block of North Klckapoo Street about 8 a.m., caused no leaks. But Bill Bradley, Lincoln-Logan Emergency Services and Disaster Agency director, is getting hotter under the collar each time. "I'm going to do something about the tracks," Bradley said Monday, "because somebody is going to get killed." The latest derailment was about 900 yards from the site of one Feb. 1 in which four cars went off the tracks, he said. Two of those cars leaked a toxic Bradley said that was probably why the 2,400 gallons that leaked were never found.

The substance that was supposed to be inside could not have evaporated at winter temperatures, but the one that was inside could have evaporated. He said track conditions are poor in many areas of Logan County, but are especially a problem in Lincoln because rail traffic is so heavy. U.S. Rep. Edward Madigan, a Lincoln Republican, will walk the tracks in Lincoln in April to see the conditions, Bradley said.

"We hope we don't have to write any obituaries because of this," Bradley said, referring to hazardous materials being transported over poor tracks. Bradley said if there had been an explosion at the derailment Monday, people at the nearby PPG Industries Inc. plant could have been killed by flying glass. Ebert Graham, Effingham; and paternal great-grandmother, Mary Birch, Effingham. Edna Blankenship CLINTON (PNS)-Edna Delia Blankenship, 79, of 622 S. Quincy died at 2:40 a.m. Monday at Dr. John Warner Hospital.

Her private funeral will be at 1 30 p.m. Wednesday at Herington-Calvert Funeral Home, the Rev. Lloyd Wages officiating. Burial will be in Memorial Park Cemetery. There will be no visitation.

She was born Dec. 20, 1899, at Patoka, a daughter of Henry and Celia Smith Wernsman. She married Rollie Blankenship Nov. 7, 1916, at Sullivan. He survives.

Also surviving are a son, Marion, Indianapolis; a daughter, Irene Pasternak, San Francisco; three brothers, Everett, James and Virgil Wernsman, all of Patoka; a sister, Alice Protz, Patoka; seven grandchildren; and 10 great-grandchildren. A daughter and two brothers preceded her in death. Mrs. blankenship was a member of Clinton Christian Church and Circle Two of the church. Louis Koch TREMONT (PNS)-Louis H.

Koch, 77, of 201 W. Franklin former Tremont postmaster, died at 7:56 a.m. Monday at Pekin Memorial Hospital, where he was a patient several weeks. His funeral will be at 10:30 a.m. Wednesday at Tremont Apostolic Christian Church, with church ministers officiating.

Burial will be in Mount Hope Cemetery. Visitation will be from 4 to 9 today at Davis Mortuary. He was born Jan. 21, 1902, at Tremont, a son of Peter and Elizabeth Gerstner Koch. He married Louise Pflederer June 6, 1926, at Tremont.

She survives. Also surviving are a son, Curtis, Tremont; three daughters, Joanne Baer, Tremont; Nancy Hoffman, Morton, and Kay Molloy, Indianapolis, two brothers, William, Tremont, and Benjamin, Morton; three sisters, Lydia Koch and Mamie Brunner, both of Tremont, and Tillie Riggenbach, East Peoria; and four grandchildren. One daughter, four brothers and one sister preceded him in death. He was Tremont's postmaster from 1954 to 1970 and a retired farmer. He was a member of Tremont Apostolic Christian Church, to which memorials may be made.

Mary A. Hoegger ODELL (PNS)-The funeral of Mary A. Hoegger, 83, a former Ashkum area school teacher who died Sunday, will be at 10 a.m. Wednesday at St. Paul's Catholic Church.

The Rev. Donnelly Fitzpatrick will officiate, with burial in St. Paul's Cemetery. Visitation will be from 5 to 9 tonight at Watson Funeral Home, where the rosary will be recited at 8 p.m. She was born Sept.

8, 1895, at Ashkum, a daughter of James and Ann Cassady Gray. She married John J. Hoegger Jan. 30, 1924, at Ashkum. He survives.

Also surviving are four daughters. Mary Jean Griffith and Bernadine Dena-pie, both of Ransom; Frances Pfiefer, Gardner, and Joan Bolen, Odell; two sons, John Odell, and James Pontiac; a brother, Frank Gray, AshkunK a sister, Ethel Reis, Manteno; 16 grandchildren; and four great-grandchildren. Enger, 72. of 728 W. South St. died at 6:12 p.m. Monday at St.

Those proposals will go to the County Hoard April 10 as part of the committee's program to Increase weekday attendance at the park, northwest of Hudson. The program calls for: -Weekly rates of $32 for each of the park's 33 camping sites with electrical service, and $22 for 50 sites without electricity. Rates are $6 a day for sites with electricity and $4 for those without electricity.

Daily rates for Mondays through Wednesdays of $4.50 for sites with electricity and $3 for sites without electricity. Free swimming on the second Thursdays of June, July and August. Distribution of 100 free swimming passes and 200 free camping passes this summer through Bloomington-Normal radio promotions. That promotion would cost $220. The 10 percent reduction for persons 62 und older would apply to all park fees, said Jerry Armstrong, park manager.

In other action, the committee recommended purchase of a $5,645 riding mower from Leon Short Sons. Peoria, and 65 evergreen trees from Tammen Treeberry Farm, Kankakee, for $1,050.
