Toulon Judge Is Named to Post In 1011 1 District TOULON - J. E. Richards of Toulon, recently elected circuit judge, has been named chief judge to replace Judge Henry J. Ingram for the 10th District. Judge Ingram announced at a hastily called press conference in Peoria that he wished to resign as chief judge, but would continue regular court work. Judge Richards will serve until Jan. 1, when the new court reform system goes into effect. Much of his duties as chief judge will be administration in preparation for the transition. He will have the task of assigning cases to other judges, will exercise some patronage appointments and if he selves until May 1, 1965, he will appoint magistrates of the circuit court for indefinite terms. The eight judges of the district pledged their cooperation to Judge Richards. He served as Stark County judge since 1940 and he became acting circuit judge in April 1961. He was elected in June 1963.
