Article 246 demands that the head of the Sultan Makaua be restored to the British authorities before July 10, 1920. Several diplomatic notes had to be exchanged before the Germans realized what was wanted, and the English were satisfied that their demands could not be granted. Makaua (or Quawa, as the Germans call him) was a native warrier who, in 1895 and 1896, gave the Germans in East Africa so much trouble that they put a price of 6,000 rupees on his head. At the same time Capt Von Printz, in command of a large expedition, set out to capture him. He succeeded in cornering Makaua, but the sultan, refusing to surrender, shot and killed himself.

A sergeant one Merkl, to obtain the reward offered, cut off Makaua's head and carried it to the nearest German fort, where it was preserved in alcohol against the time when it could be taken to the colonial capital, Dar-es-Salaam, to be exchanged for the rupee. One night, however, according to the German account, negro warriors broke into the fort and stole the alcohol and the sultan's head, leaving in place of the latter the freshly severed head of some other negro. The theft might have passed unnoticed for a long time, but for the fact that the presence of the substituted "head became painfully obvious on account of the abstraction of the alcohol. The story as told by the Germans is that the thieves were former retainers of Makaua who buried the head they recovered with the sultan's body in his family vault. Vouchd for by Sergeant Merkl, the widow of Capt.

The white women of North Carolina will not vote and while they sleep let the negro be up and doing. "When we get 'our party in power we can demand what we wish and get it We hold the balance of power in Illinois, Indiana, Ohio, New York and New Jersey. We are sure of electing a Republican President one who will give as what we want that is justice, but if we don't tltct a Republican Congress his hands will be tied, and we have the chance here in North Carolina to elect a Republican Senator and over half of the Congressmen. "With colored women voting we can control the eastern counties and the industrial counties of the west, such as Forsyth, Guilford, Rowan, Davidson, Cabarrus, Stanly, Gaston, Mecklenburg.

"All the white cotton mill operatives of the State are going to vote the Republican ticket this time. Wheil the Democrats are divided, is our time. "Organize get the white Republican women and men to help you. They will if only you will keep quiet about it. "Have your meetings at night Khen we get thousands of voters on the registration books, the white Republicans of Noith Carolina and the South will be glad to do as their white brothers and sisters of the North and West recognize us as their political equals.

We are being backed by them now, but you know it is best for them to keep under cover for a while yet. "Republicans have plenty of and you can get it to organize and prosecute Democratic Registrars and Judges of Elections if they refuse to register colored women and violate th 19th Amendment to the Constitution of our glorious United States. "Keep this secret don't let it get into the hands of Democrats. "Yours for negro liberty. "Colored Women's Rights Association for Colored Women." It is vehemently denied at Republican State headquarters in Greensboro that the letter was mailed out by officials of that organization.
