Julian Carroll planned an aerial tour Tuesday of the hard-hit southeastern counties. "The people we've talked to say it's the worst flood they can remember," said Tom Little of the state Division of Disaster and Emergency Services.

Virginia Gov. Mills Godwin planned to declare several mountainous counties in the southwest disaster areas. late Monday night. Citizen teams went door to door and Mayor Andy Williams broadcast repeated appeals to residents to seek safety. The flood ran more than two feet deep through downtown streets.

The lethal combination of twisters, floods and fierce hail and thunderstorms claimed at least 102 lives, and authorities said the toll could go higher. National Guardsmen were pressed into flood duty in Kentucky, West Virginia and Virginia. Scores of persons were missing in Wise County, but Civil Defense officials said it was impossible to say how many found refuge from high waters and how many might have drowned. Sixty-eight persons were killed and 27 others injured when a Southern Airways DCS crashed and exploded Monday in a fierce hailstorm at New Hope, Ga. A tornado killed 21 persons in north Alabama Monday, another twister claimed 1 life in Georgia, floods killed 4 persons in Kentucky, 4 in West Virginia, 2 in Virginia and 1 in Tennessee.

One traffic death in Tennessee also was blamed on the weather. Eighteen of the tornado victims died and nearly 100 persons were injured in devastated Smithfield Estates, in the Birmingham, area. Authorities feared the toll at the subdivision would rise as debris of smashed homes was cleared. The twister flattened virtually every home in an area several blocks wide before skipping on to the nearby suburb of Fultondale, where two persons were killed. Another tornado claimed one life in St.

(UPI)' The number of botulism cases in the worst outbreak in U.S. history rose to 39 Tuesday with four more cases. One new victim was in critical condition. Doctors said the patients contracted botulism last week by eating hot sauce made with improperly canned peppers at a Mexican restaurant in this northern Detroit suburb. The peppers have been confirmed as the source of the botulism, and investigators said the number of cases could rise to 50 this week.

Five new cases of botulism were reported Monday and health officials said they expected new cases to emerge on the average of three per day. The Daily Pantagraph Reg. U.S. Pt. Off.

Barrett was a veteran of two world wars and served as Illinois state treasurer and secretary of state and as the five-term Cook County (Chicago) clerk, the office which boosted the late Richard J. Daley to his 21-year reign as Chicago's mayor. His career crashed in 1973 when a federal court jury found him guilty of taking $180,000 in cash bribes from a Pennsylvania voting machine manufacturer which wanted to sell its wares in Cook County.
