France has indicated it intends to go ahead with the atmospheric atomic tests despite protests by'Pacific Ocean nations and a request two weeks ago by the World Court that Paris suspend this sum mer's tests. Sunday's official journal also Instructed the admiral in [charge of the Pacific Experimentation Center (PEC) to take all action to Insure the security of all boats in the area. BLANCO, Til, (UPl)-Adl rector of a Texas camp for emotionally disturbed young* stars Sunday refuted charges by Illinois welfare officials that boys were being mistreated In* side the school and said the state's removal of Illinois students was politically motivated. "My personal feelings are that it's a political move by Illinois to pull those children back into the state because of the tremendous amount of money being spent," said Clyde Par CYCLE INSURANCE Call Us For A Quote Today! "They're spending a lot of money in institutions In this state to tike care of their [own boys. Two More To Return , "The removal of the students now is politically motivated, of course it Is," he said. "This is a means to save face at home, making these charges (of mistreatment of the children). And the charges are totally and absolutely false." A Houston newspaper charged in its Sunday edition Illinois was removing teen-agers it placed at the Blanco boys' camp because of complaints by at least one guardian and by several of the boys themselves. Tom Jeffers, assistant to the director of the Illinois Department of Children and Family Services, told the paper 14 boys were flown back to Illinois last week and another two would return this week. Jeffers said a grandmother of one of the students filed the original complaint, claiming the boy had been hit by a staff member and he was not clothed and fed properly. "We could not substantiate all of the charges," Jeffers said. "But in talking to the boys, they said the staff was physically abusing them, slapping them and hitting them, making them eat cigarettes., They were unhappy arid wanted to come home." Parsons said the state of Illi nois had been withdrawing students from institutions similar to his for several months. 'Wary' of Illinois "Other Institutions in this state have been wary of the state of Illinois for some time," he said. "It makes them look better by putting us down." The action by Illinois marks the second time the state has removed children from private institutions in Texas because of complaints of mistreatment. A suit filed in March by the Cook Two Sides Agree Troop Reduction Necessary By PHIL NEWSOM UPI Foreign News Analyst Ceng Ask Recruits: The South Vietnamese government and the Viet Cong agree at least publicly that mutual reduction of forces is necessary for permanent peace. Meanwhile, Saigon is standing Forgeln News Commentary pat, and the VC are actually calling for new recruits. A recent broadoaat by the Viet Cong's Radio Liberation said, "In the liberated areas on the forefront, where the face-to- face struggle between us and the enemy is permanently conducted, the most urgent requirement is to most satisfactorily build good combat units which must stand ready to shatter ail of the adversary's nibbling, commando and sabotage activities." Lira Devaluation? A devaluation of the Italian lira looks like a foregone conclusion, according to Italian currency experts. They say It is likely to come shortly after the new center -left government of Premier Mariano Rumor wins parliamentary investiture later this month. The lira, which only a few years ago was under pressure to revalue upwards, has dropped steadily because of a mixture of domestic stagnation and inflation. Despite a brief rally at (he end of last month, it has lost about 18 per cent of its value since H began its independent float Feb. 9. The Socialists, second largest, party in the center-left coalition, have said they favor ending the independent float of other Common Market currencies. This can be done only by devaluing the lira compared with the German mark, the French franc, etc., though experts disagree by how much. Yemens Still Fighting: North and South Yemen were supposed to unite their countries by November of this year. Instead, a renewal of full-scale border fighting was widely anticipated by Arab commentators. Thef pledge to work for union followed six weeks of border fighting in September- October last year. But the opposed Ideologies of the two regimes -^South Yemen is the Arab world's only Marxist i state, North Yemen, Arab conservative —have caused a breakdown in unity talks. Since the May 30 assassination of North Yemeni leader Mohammed All Othman by left- wingers believed to have crossed from the south, the border situation has deteriorated rapidly. Leftwing revolutionaries who support the South Yemen regime already are engaged in scattered clashes with North Yemeni troops in the border area. County (Illinois) Legal Aid society alleging child abuse practices resulted in Illinois removing 50 children from the East Texas Guidance and Achievement Center near Tyler, Tex. The director of the Tyler home denied the charges and the Texas V/elfare Department took no actioh against the facility. Private institutions for emotionally disturbed children have been under scrutiny since Dr. Joseph Farrar, director of Artesla Hall School near Houston, was indicted for murder for allegedly refusing to seek medical treatment for a 17-year-old girl who had swallowed rat poison while at the school. A Texas House subcommittee currently is Investigating how that school was licensed by the state and on what Criteria other similar institutions are judged in obtaining licenses. Viet Cong Admit Holding Canadians SAIGON (UPI) - The Viet Cong admitted today it is holding two Canadian officers who disappeared 10 days ago, and the Canadian truce delegation said "we will not be 7 JUNIOR PRESSES ~— V% OFF Regular and Long Length JUNIOR SPORTSWEAR 20-30% OFF One Group 30% OFF PANTS —.-—-Vi OFF SWIM SUITS ~ JACKETS, BLAZERS and 30% OFF KNOCK ABOUT COATS - 30% OFF JEANS - $4.00 OFF GAIESBURG satisfied until they are returned to us." A press officer for the Provisional Revolutionary Government (PRG, the formal name for the Viet Cong) aaid Capts. Ian Patten of Toronto and Fletcher Thomson are alive and well. Artillery Attack The PRG accused the South Vietnamese government of ordering all-day artillery fire on areas where the two Canadians were being searched for. Officials in Saigon termed this a slander. But the painstaking 10-day negotiations over the release of the two officers appeared to be about to succeed. ... Canadians concerned for the safety of the two officers have been close-mouthed about the delicate negotiations with the PftG. The agonizing slowness of the release negotiations, as corre spondents have pieced the story together since June 2§ when Patten and Thomson disappeared, seemed to be caused by: —Disagreement over who was responsible. Canadian authorities have maintained the two officers were ' simply touring their area of responsibility; the Viet Cong com munique said today the two "went along with two Vietnamese, infiltrating into the liberated area Without a PRG liaison officer...(and without) advance notification." Disclosed Spot? —Some concern by the PRG Officers on the spot that the Canadians, on a previous visit to the area where they were captured, had inadvertently disclosed the location of the Viet Cong unit they visited, since their visit was followed j by a heavy government attack. | Today, Capt. Phuong Nam, press officer with the PRG truce delegation at Saigon's Tan Son Nhut airport, said in a telephoned statement: "Our delegation has just received the information that in a locality in Long Khanh Ba Ria Province on June 28 there were two persons who said they were Canadians in the ICCS (International Commission of Control and Supervision) team in Xuan Loc (40 miles northeast of Saigon).
