Vitality Still Good, Says Isley LAKE SUCCESS (CP) Justice Minister Ilsley of Canada said today that the present United Nations session shows the organization has "plenty of vitality" and there are no "signs of decay or slow, or rapid, death." Appraising the near ended session for The Canadian Press, the head of the Canadian delegation said that the "feeling between delegates improved as the meetings went on." ILSLEY expressed his views as the members of U.N. were still deadlocked on details of the Palestine partition. The issue is the last on the agenda of any importance and the delegates will meet later today in an effort to iron out various problems. Despite Russian bloc invectives against western states at many points, Ilsley said he thought the gap between east and west had not widened in the general assembly and "even might have narrowed down a bit." "The technique of the Russian bloc boycott appeared in an acute and perhaps alarming form, but this is not necessarily permanent or fatal." was referring to the boycott by the six Slav states against the year-round "little the Balkan border-watch commission and the Korean Independence Commission. He said he believed that Russia and her Eastern European supporters may alter their tactics because "the impact of their tirades is now far less than it was a year ago." Outside the U.N., however, the justice minister saw "a wide chasm of two worlds the Russian and ours." BUT HE FELT this division was currently focussed on three European issues and that events at Lake Success were rather apart from them.

"In Europe, you have the violent Russian bloc attacks on the Marshall plan; the revival of comintern in the comiform in Belgrade; and the differences over Germany. As far as Europe is concerned, these underscore the division." At the present session, the Canadian delegation tried to evolve a "distinctly Canadian approach" to U.N, questions, he said, and sought to carry out a "purely helpful and constructive without consideration of narrow national interests. Canada attempted to mediate where she could in disputes and to break deadlocks by compromise proposals or suggestions. The delegation took a hand in practically every major issue. ILSLEY indicated he considered one of the most useful Canadian efforts was initiating the joint Canadian-AustralianFrench resolution on "peacemongering" which substituted for the fiercely-worded and unacceptable Russian one on and Was adopted unanimously.

The work of L. B. Pearson and R. G. Riddell on the Palestine question the final outcome of which will be known in few days was exceptional and probably will go down as the most important Canadian contribution of the session, CCF Nominations Lagging in P.E.I.
