It will prevent these fees from being wasted in temporary road work, or diverted for purposes utterly foreign to roads. The value of a paved road need not be argued. The functions of improved blghwaya in the development of our schools, In the emancipation of our rural communities from almost complete Isolation during the mud nightmare of the winter and spring, in tbt enlargement of the recreational facilities of the city dwellers, In tbt development of Improved home and community life, and In the economic welfare of our State, are generally admitted and bkve a financial value which cannot be measured. However, It Is interesting to study the relation of the Improved roads to the cost of operating motor vehicles, since the motor vehicle user pays the cost of the construction, maintenance, and the principal and Interest on road bonds under the plan proposed. Accurate, reliable, and scientific tests show a saving of 8.8c per mile in operating a car the year round on a paved road, as compared to an earth road.

This figure Includes the saving on tires, gasoline, repairs, depreciation, etc. It Is based on the average motor vehicle weighing 3,000 pounds. On this basis, Jf traffic on the highways averages 600 vehicles per day, the 9800-mile system, Nrfcen finished, will save the motorists of Illinois $64,000,000 per year. To finance the rond, principal and interest, the motorists In Illinois paya an average fee of about $9.90 per car per year. It Is the duty of each and every voter to become thoroughly acquainted With this proposition and to vote conscientiously and intelligently. This Is not a factional nor A partisan Issue; It is an economic and business proposition of the highest Importance. It therefore must be analysed from that standpoint, and each citizen, if be It to serve the State best must set aside any preconceived prejudice and seek the truth about this business deal in roads. Illinois has now two alternatives In road building. Either the State must finance construction directly from current revenue remaining after deducting principal payments and Interest charges on outstanding bonds and funds for maintenance and other expenses, thus resulting in a greatly curtailed program, or it must author Ize the $100,000,000 bond Issue.

There is no possibility of carrying on a construction program of the size which our people have demanded unless additional funds are provided. The proposed bond Issue provides for the completion of the present system of 4700 miles, sod adds approximately 5100 milts to the State system. This makes a total of about 9800 miles, or approximately 10 per cent of the public road mileage of the State. This system will serve directly all but approximately 1S8 of the 1111 Incorporated cities anil towns in the State, and will carry 33 per cent of the traffic. The added mileage provided under the $100,000,000 bond Issue plan will correct the defects In the original bond Issue system, snd will supplement the original roads with additional Important arteries of traffic.

If anyone will stifdy carefully the map of the original bond Issue system, and then attempt to add other roada whjch are logically State highways, he will soon convince himself that 9S00 miles la not an excessive mileage for a State highway system. Even with the State responsible for 9S00 mllea of road, there would ntlll remain about 90,000 miles to be built and cared for by counties and townships. The roads which are Included In this system are to be paved with a durable hard surface. The Bates Experi mental Road, built and tested by tbe i State Division of Highways near I Springfield, Illinois, showed that the atandard design for road construction, now In use throughout Illinois, will stand Indefinitely the heaviest truck traffic permitted by law without deterioration. Into this test was crowded the equivalent of about thirty years of the most intensive truck traffic which might be anticipated around the city of Chicago, and there is no question but that these roads will last a lifetime under the present legal load limit.

Also, detailed maintenance cost records, extending over a period of years, reveal the fact that the maintenance cost will be very reasonable. As an illustration of this, it Is interesting to know that the cost of keeping the paved surfsce In first class condition Is less than the cost of keeping the weeds mowed on the shoulders, ditches, and side roads. There need be no apprehension as to a heavy maintenance burden upon the completion of the proposed system. The motor license fees which will remain after paying off the principal and Interest on all bonds will be entirely adequate to meet the necessary maintenance expenses. The bill provides that unless engineering problems make It clearly Impracticable, all contracts for the complete construction of the $60,000,000 bond issue roads shall be let before LADY frH 7V7 sr I GTTWT4.n toon.

In other words, tbe motorist will pay in license fees $9.90 per year, and get back $36.10 In savings over and above the amount pnld in, or 365 per cent on his Investment. Should the traffic average 1000 vehicles per day, which may reasonably be expected, the groBS saving would be approximately $128,000,000 per year. In comparison wlfh such gigan tic sums, the interest charges on bonds for, financing the road work sink Into Insignificance. This shows that the building of these roads la no hardship on the motorist It Is a good business proposition, snd reveals further that be cannot afford to defer construction by discarding the bond Issue plan. The engineering contracting, and material producing forces of the State have been developed to the ttage where tbey can easily produce 1000 to 1500 miles of pavement In one year.

If the proposed bond issue carries, these organizations can continue to function, and Illinois can have a comprehensive road system in a few years' time. Illinois will never be better prepared to-complete her road system than she Is Ht the pr. sent time. If the bond Issue fails, It will be many years before an adequate road system can be completed by any other means, and we may never again see the answer to the road question In so favor able a form. With this great proposition before our citizens for ratification on November 4th, Illinois faces the greatest era of road Improvement In Its entire history.
