Last year's budget of $6,525,586 was $286,000 higher than the year before, and a similar increase is expected this year.

The first of three newly added line items will be $25,000 to comply with the Americans with Disabilities Act At present, the City Council's meeting room is inaccessible to the disabled. He was an Army veteran of World War II. Elizabeth E. Wright STREATOR Elizabeth E. Wright, 98, of St Louis, formerly of Streator, died at 9:45 a.m. yesterday (April 23, 1992) at St Sophia Nursing Home, St Louis.

She had been in ill health the past several months. Her funeral will be at 11 a.m. Saturday at Hagi-Winterrowd Funeral Home, Streator, the Rev. Thomas Wamback officiating. Burial will be in Riverview Cemetery.

Visitation will be one hour before the service at the funeral home. She was born April 10, 1894, in Hawick, Scotland, the daughter of Francis and Barbara Scott Duns-more. She married John J. Wright Dec. 31, 1929, at Chicago.

He died June 15, 1952. Survivors include one daughter, Barbara Bughman, Florissant, two grandchildren; and five greatgrandchildren. She was preceded in death by five brothers and sisters. Mrs. Wright and her husband owned and operated the Rite-Way Shoe Repair Store in Streator before World War II.

She resided in Streator from 1929 to 1956, moving to Peoria Heights until 1974 and then St Louis. She was a former member of the Primitive Methodist Church in Streator. Bloomington-Normal Helen D. Gibson The funeral of Helen D. Gibson, 78, of 24 Robert R.R.

16, Bloomington, a retired nurses' aide, will be at 1 p.m. Saturday at Kibler-Smith Memorial Home, Bloomington. The Rev. Mark Searby will officiate. Burial will be in Oak Grove Cemetery, LeRoy.

Visitation will be from 5 to 8 p.m. today at the memorial home. Mrs. Gibson died at 5:45 p.m. Wednesday (April 22, 1992) at her home.

She was born June 6, 1913, in DeWitt County, a daughter of George and Shirley Durbin Giese. She married William V. Gibson Aug. 31, 1935, at Turkey Run, Ind. Survivors include one son, George Gibson, Normal; three daughters, Shirley Secretan, Peoria; Carole Henderson, Bloomington; and Jane Rigsbey, Fort Wayne, one brother, Gene Giese, Arvin, two sisters, Peggy Smith, Arvin, and Shirley Wright, Gainesville, 14 grandchildren; and nine greatgrandchildren.

One daughter, one brother and three sisters preceded her in death. Mrs. Gibson, a lifelong area resident, was a nurses' aide at local hospitals and nursing homes before her retirement Gladys P. Lamkin Gladys P. Lamkin, 68, of Phoenix, formerly of 911 N.

Bane I ARROWSMITH Violet 0. Bane, 85, died at 2:10 p.m. yesterday (April 23, 1992) at the Oetavia Manor Nursing Home, Colfax, frhere she had been a resident for he past year. Her funeral will be at 10 a.m. Saturday at Duffy-Pils Memorial Home, Colfax, the Rev.

Mrs. Bane was born July 13, 1906, in rural Cooksville, the daughter of Shirley and Minnie Fuller Foster. She married John J. Bane Dec. 14, i938, in Greenfield, Ind.

He died Nov. 27, 1964. Survivors include one son, Warren J. Bane, Arrowsmith; one Stepsister, Fern Lauher, Normal; and one grandson. She was preceded in death by One brother.

Mrs. Bane was an Arrowsmith area resident since 1938. I She was a member of Colfax United Methodist Church and a 50-year member of the Women's Society of Christian Service. Miss Gelmers died at 7:35 p.m. Wednesday (April 22, 1992) at the home. IShe was born Feb. 9, 1908, at Chatsworth, the daughter of John rihd Katherine Ellinger Gelmers. Survivors include several cousins.

She was preceded in death by three brothers and one sister. She was a member of the Chatsworth United Methodist fhurch and the United Methodist JVomen of the church. Her funeral will be at 10:30 a.m. Monday at Cissna Park Union Church, the Rev. Ralph Faber officiating. Burial will be in Cissna Park Cemetery. Visitation will be from 4 to 8 p.m.

Sunday at Knapp Funeral Home, Park. Mrs. Perzee was born May 11, in Denver, a daughter of Paul Rena Berkenpas Wassenaar. She married Delmar "Bob" Perzee Jan. 16, 1940, in Denver.

He died 21. Sheridan was born Aug. 1, S1926, in Streator, a son of Joseph and Barbara Stephan Sheridan. He married Ann Ramona Wheelen July 17, 1944, in Streator. She survives. EDUCATION Visiting Scholar winner Steven McCaw, an assistant professor of biomechanics at Illinois State University, is one of two national winners of 1992 Visiting Scholar Awards presented by the American College of Sports Medicine. McCaw, completing his third year at ISU, earned his doctorate in 1989 from the University of Ore-eon in Eueene. The students will rehearse and perform under the direction of Richard Miles, a nationally-known conductor. The students are selected for the band based on their high school band director's recommendation and their past musical accomplishments. They will prepare their music individually, then rehearse nearly eight hours to pre HEALTH CPR courses offered St Joseph Medical Center will offer cardiopulmonary resuscitation courses in May at the hospital's EMS Training Center, 2416 E. The goal is $2,000 to go toward research and educational and community service programming. Volunteer celebrity waiters will be Sue Webb, Doris Chubbuck, David Meredith, Jeff Calvert, Steve Dean, Randy Ehlers, Toni Trenkle, Linda Elias, Madeline Girkin and Nancy Carden. Waiters will be tipped by their guests with fun money for providing good service and entertainment. Each waiter will decide on a theme and decorate a table accordingly. Emcee and auctioneer will be Robin Reynolds, who will auction dessert items donated by each waiter.
