Bloomington-Normal will be the regional headquarters for Central Illinois, including Springfield, Decatur, Champaign, and offices expected to be opened this year in Peoria and Danville. Realty World began operation in the United States in 1975. The largest realty service, Century 21, has been in operation since 1971, Hilts said.

Victor Armstrong of Armstrong Realty, 705 Towanda Normal, said Armstrong and Ingold will retain their independent broker status. Ingold has offices at 305 S. Linden Normal, and 2313 E. Oakland Ave. The franchise, he said, is being done mostly for advertising and training The contract covers 1,750 Nl-uas clerical and and line employees.

The firm's Bloomington District, which covers Bloomington-Normal and surrounding area, has 44 union employees. The old contract expired Jan. 31. It had been extended to allow for continued negotiations, but IBEW locals had threatened to strike. IBEW members rejected NI-Gas contract offers March 9 and April 3.

The tentative agreement was resolved April 9. Its ratification was announced Wednesday afternoon as soon as mailed-in ballots were tabulated by union officials, NI-Gas spokesmen said. Realty World, which claims to be the second largest real estate service in the nation, also will open a regional headquarters in Bloomington-Normal this summer. Realty World is looking for a location and may employ about 14 persons in the Twin Cities for training salesmen and providing other services, such as advertising, home protection plans and corporate counseling.

Mark Hilts, marketing coordinator for Realty World in Chicago, said the firm has franchises in 47 states and a membership of about 1,700. He said Realty World plans training facilities in Bloomington-Normal, and the francises of Armstrong and Ingold will enable the two firms to advertise jointly. The firms are not merging. Armstrong said his firm and Ingold will be "working together" and sharing in advertising, including television, radio and newspaper markets. Armstrong said the franchises will have a major impact on Armstrong's business.

The average fee for the franchise is about $6,000, Hilts said. He said the national business obtains about 100 new offices a month. The firm is headquartered in Annan-dale, near Washington D.C. A formal announcement of the franchises is expected in early June. A two-year contract with Northern Illinois Gas Company was ratified Wednesday by six locals of the International Brotherhood of Electrical Workers.

NI-Gas officials said 84 percent of the union members voting approved the contract, in a vote. The contract provides a 7 percent wage increase for the first year, retroactive to Feb. 1, plus minor changes in fringe benefits. It provides a wage reopener in January for the second year of the contract, which expires Jan. 31, 1981.

Negotiations for second-year wage increases also will include possible increases in medical insurance coverage, thrift plan increases for employees and a dental assistance plan, a NI-Gas spokesman said.
