James R. Thompson said Monday no plans have been made for rationing in Illinois.

Although in 1972 Illinois was the first state in the nation to have standby emergency gasoline allocation plans, the official posture on a possible gasoline shortage now is to wait and see what happens. California Gov. Edmund G. Brown last week announced plans to revive the "odd-even" plan used in some areas during the 1974 shortage, limiting gasoline purchases to every other day The only allocation plan Illinois has is the emergency fuel set-aside program implemented nationwide by federal regulation in 1974. That plan allows each state to hold back about 3 percent of its fuel supply to allow gasoline and other fuels to be diverted to areas hit by shortages.

Illinois has no serious gasoline shortage problems at this point, said Dave Gilbert, Thompson's top press aide, and until an extreme situation arises the state Institute of Natural Resources will continue to monitor the supply of fuel entering Illinois and administer the gram. The institute judges requests on the basis of need and by priorities set by the federal Department of Energy. Earle Heffley, public information officer for natural resources, said the line of priority is agriculture, government agencies, residential customers, transportation needs, business and industry users and gasoline retailers. Gilbert said the shortage experienced in California is partially due to unique circumstances in that state. He said Thompson "is worried about what lies down the road" for Illinois and has asked the institute to look toward determining what should be done if the state is hit by a shortage of great magnitude. Heffley said the number of consumer requests for supplemental allocations indicate a shortage is mounting. Actual figures on how much fuel is allocated to Illinois by refineries are not available until after a two-month lag period, Heffley said, so the only tool the state can use in measuring a shortage in its infancy is by counting the number of gasoline and oil consumers who ask for a supplemental allocation. The number of consumers asking for supplemental allotments has grown from 132 in February to 910 in April.

Heffley said the institute had sufficient reserves to supply at least a portion of all but 86 of the supplemental allocation requests in April. The state ended that month with a surplus of oil in the set-aside reserves, he said, and the 86 who were denied additional fuel were those who could not justify their requests. East St. Louis man charged in book theft Eugene Neal, 22, East St. Louis, was charged Monday by Illinois State University police with theft by possession of two textbooks.

Police said the $10 books, owned by H. Tyler Hillman. 917 W. Market Normal, were sold Friday by Neal as used books to Alamo II bookstore, 319 North Normal. The books had been stolen earlier Friday, police said, from Room 344 F'elmley Hall.

Mrs. Janczewski said, government administrators started calling her and said they would straighten out the mess. Government officials say there could be something wrong with the Medicare application that caused the checks to be sent.

CHICAGO AP) For five years the government has been mailing Walter and Alvina Janczewski Social Security checks and they have been sending them back. The couple say they don't need the money, don't want it, and aren't supposed to get it. "It's getting to be a pain in the you know what," Mrs. Janczewski said Monday. "It's no use going there and it's no use calling them.

Five years. Don't you think by now they would know what they were doing in that Social Security office." The Janczewskis say they don't qualify for Social Security because Walter, even though he is 70. makes too much money. "They're always telling you there's no money in the Social Security fund, they're always saying they're broke, and here they are sending us money when we don't want it," complained Mrs. Janczewski, a housewife.

Apparently the Social Security Admin istration fouled up on April 28, 1974, when Janczewski routinely visited the office on his 65th birthday to apply for Medicare coverage, which he did want. But he told the agency he didn't plan to retire and didn't want Social Security benefits, not yet anyway. Janczewski continued working at United States Steel Corp. as a photocopier, where he makes about $17,000 a year, and there is no mandatory retirement age. But the retirement checks started coming, every two months ever since, for a total of about $7,000.

Each time, the couple deposits the money in the bank and waits for the government to send a letter at the end of the year asking for the "loan" back, Mrs. Janczewski said. Last year, the government gave them $2,884. At the end of the year, they sent a certified check back to Uncle Sam. Mrs.

Circuit Judge Luther Dearborn ordered a presentence report. Charles Harrison, 34, Hickory, was convicted of child abduction Monday under the state's new abduction law. Harrison is the first person convicted in McLean County under the law, according to State's Attorney Ronald Do-zier, and is among the first convicted under the law in Illinois.
