We appeal to you to double your efforts, your efforts to defeat the deceitful Hun, your efforts to return your boys to their own fire-side. Your Government needs this money, in fact, must have it. It does not take it from you. It asks you to invest in the safest investment on earth, an investment which all the property in the country is, in law, mortgaged to secure. If there is anything safe on earth by way of an investment, it is the obligation of your Government.

Perhaps we are near the hour of victory, let us hope so, We can bring this hour still closer, surer and more certain by having Germany know that we have succeeded, not failed, in raising the largest loan ever contemplated by any Government on earth. To accomplish this we must invest, and invest heavy, knowing that it is an investment that is absolutely safe, and that the returns are measured not only by the interest received, but by the knowledge that the amount we subscribe is and will be used to bring peace, a peace that will be lasting and permanent.
