By a vote of 40 to 24 the Legislature defeated a motion by C. H. Millard (C.C.F.-York West) which would have reduced the appropriation for the royal commission on education estimates from 000 to $1. The commission was appointed in 1945 Premier Frost presented a review of the commission's work in replying to opposition citicism fact it has not yet presented a complete report.

Premier Frost said the had been making "excellent progress in the fare of an enormous task which is not fully realized by our people. or indeed by the house." Mr. Frost presented work a which review of the commission's he had received from the commission. It began in April, 1945, to hear submissicos and hear evidence and continued to do SO until 1946. Twelve public sessions were held.

Recorded evidence amounted to some 2,500,000 words. Special committees and investigators were appointed to study education under other jurisdictions In January, 1947, and continued their work for 18 months. The committee then called for speciai reports on special education topics. Twenty-three of these were prepared. Five standing committees were appointed to study and digest the submission.

evidence and special reports. This was completed in September, 1949. A first draft of the report was made and recommendations to be incorporated were reconsidered and in private ending last, 'At January. present the commission is preparing and editing the final draft of its report for submission to the Lieutenant-Governor in Council." Mr. Frost said.

The commissica chairman is Mr. Justice J. A. Hope. There are 20 members, all Ontario residents, representing various interests.

"Obviously then Government and the people bound by the report Mr. Frost said. "On the other hand, we all believe that the report will contain matters which will be of moment and interest to the people and the province." Harry Nixon said the commission after sitting for five years had produced nothing more than a recommendation that teaching standards be lowered to meet a shortage of teachers. "This report was ili-advised and met with no favor whatsoever anywhere in the province," he said. "If we are going to vote another $50,000 and get nothing more useful than that don't want to be associated with it." C.C.F.

Leader E. B. Jolliffe said opposition members had been charged with discourtesy for criticising the commission "No matter how eminent the members of the commission might be the peonle of Ontario have a right to call them to account." The Government felt "extradorinarily sensitive" about opposition criticism of the commission. A. A.

Macleod (Lab-Prog-Toronto Bellwoods) said commission "far exceeded the normal period of gestation and it's time the child was born." Mr. Millard's motion was designed "to shake this government out of its compiacency, particularly the minister of education who is the most complacent man who ever ambled across the political stage of this province." Education Minister Porter, discussing estimates for education grants said the grants for vocational schools were some $700,000 less this year because higher grants for vocational schools were discouraging municipalities from building academic high schools which might be more suitable for their particular purpose.
