Wilhelm led Germany during the First, World War and became a particular object of Allied hostility after his troops committed atrocities during the occupation of Belgium and began using poison gas in trench warfare. Forced to abdicate as a precondition for peace, the kaiser was permitted to live in retirement at Doorn Castle in the Netherlands. At his death, Adolf Hitler ordered a state funeral. A lifetime adventurer, John met his wife while hiding underground during W.W.II. Coming to Canada with his young family in 1954, he began his new life as a farm labourer. Hard work and study paid off and he continued to move onward and upward until his early retirement from Amerock Ltd. in 1977.

An avid sports fan, John participated in varied sports from soccer to Jujitsu and right up to the end, finished his week with Soccer Saturday. Now he has begun another adventure, one we cannot share. Yet his infectious smile, quick wit, honesty and humour will remain with all of us, as he once again moves onward and upward. A private family service will be held following cremation. The United States and its allies also compromised, but in language, not substance. They agreed to let the United Nations play a role in the peace plan and dropped explicit language but not their commitment to a NATO controlled and dominated peace force. Talbott said what he had heard so far was "unquestionably welcome" but the next main goal was to make sure that Yugoslav authorities proceed with "prompt, unambiguous implementation." U.S. State Department spokesman James Rubin said it was not yet clear what "Milosevic has excepted and what the Serb parliament has accepted." "This is a very cautious time," he said. "This is not a time for popping champagne corks." Other NATO leaders were somewhat more optimistic. "Peace, in my opinion, is very close," German Chancellor Gerhard Schroeder declared after hearing from Ahtisaari.

Prime Minister Jean Chretien, speaking in Ottawa, said "the next 24 hours or 48 hours will be very important" but that he considered the deal a "breakthrough." Large-scale violence broke out in February 1998 when Milosevic's forces cracked down on ethnic Albanian rebels. NATO began bombing Yugoslavia on March 24 to compel Belgrade to accept its peace proposals. NATO is now planning for a force of about 50,000 to establish order in Kosovo once the bombing stops and safeguard the return of refugees. But differences remain over the command and makeup of such a force. Chernomyrdin has said that "all our (Russian) forces will be under Russia's control." That contradicts assertions by NATO, which insists on a unified command under its control.

Chretien, meanwhile, hinted he may be close to a decision to send more troops to join the Kosovo peacekeeping force. "We don't have a huge army in Canada and some specialists sometimes are stretched," he noted. But if more western peacekeepers are needed to monitor the return of refugees to Kosovo "Canada tends to agree to make a contribution," he added. Some 800 Canadian troops are already on the way to Macedonia to join a British armoured brigade there.
