Pantagraph B-17 Bloomington-Normal, Ill. Jan. 30, 1975 Boom in re revenue predicted SPRINGFIELD (AP)-The Illinois Economic and Fiscal Commission has issued a "highly tentative" estimate that state revenue during fiscal 1976 will grow to $7.18 billion. The figure is $430 million higher than the commission's estimate for the current fiscal year ending June 30 and about $1 billion higher than actual revenues during fiscal 1974. "Any projection made now must be viewed as highly tentative," said a statement issued by the commission Wednesday.

It said the estimate for fiscal 1976 was "dependent on factors that remain largely unpredictable and assumptions which could change literally overnight." Among the unpredictable factors listed by the commission were the possibility of another Arab oil embargo, a severe international monetary crisis, bad harvests, unexpected changes in federal fiscal or monetary policies and new wageprice controls. The commission said it expected that the rate of growth in the major revenue sources for the state--the income and sales taxes--would slow in fiscal 1975 and 1976. The commission, composed of state legislators from both political parties, is responsible for making annual revenue estimates for the General Assembly. Such revenue estimates, also prepared City man wants anti-obscenity laws enforced In his travels around BloomingtonNormal, Carl Stringfield, 1101 N. Madison, says he sees things that he does not believe in.

"And I want to do something to change it." What he is doing is forming an organization called Citizens for Decency Through Law. "I don't believe in censorship," he says, "but I'd rather have censorship than what we have today. "There's nothing that says 'adults only' any more." The organization, says Stringfield, who is the only member so far, will be based in Bloomington and will work toward enforcement of existing anti-obscenity laws. Stringfield is seeking members for a small steering committee which will organize the group. "I go around to the newsstands and I see what's being put out for our children," he says.

"The obscenity laws are being violated. but nobody's doing anything about it." Carl Stringfield, with the help of his foundling organization, hopes to be the somebody who does something about it. The temperature hovered within five degrees of a record high Wednesday, but probably only those late "stayer uppers" were even aware of it. It was a reading of 54 degrees recorded between 2 and 3 a.m. at the Illinois State University weather station. But, by the time most people were on their way to work, the mercury was taking a plunge. And, as it was on its way down to a low of 28 by mid-afternoon, it caught a symbol of springtime in Normal.

Mrs. Joan Martoglio, 403 Centennial Drive, saw a robin in her backyard at 8 a.m. Thursday's temperatures were at 27 degrees at 7 a.m. and 31 at noon. A trace of snow was also recorded Thursday morning at ISU.

The forecast calls for more snow, possibly mixed with freezing rain Thursday night, with a high in the mid to upper 20s. There is a 30 per cent chance of measurable precipitation for Friday with cloudy skies and a high around 30..
