If all goes as hoped, university representatives will be traveling more than the local byways as they work to spread the name and services of ISU across the state. "It's really a sharpened focus on the outreach of the university," Anderson said.

He stressed that the community or company will negotiate a fee with the university and that no state funds are earmarked for the project he calls a "repackaging and re-enforcing of many of those things we have been doing all along" under public service. "What we are describing here is a statewide emphasis, making resources available to various communities in Illinois," Anderson explained, adding that the hope is to "replicate what we are doing locally to make it available in other parts of the state." "The intent is to focus our outreach services at ISU on selected urban sites," Anderson said. Those selected will be chosen based on population, the number of alumni and students attending ISU from the community, current ties with the town and its reception to the idea. It is being worked into a three-year plan that will be linked to similar blueprints being put together by each of the colleges. "It's not new, but it's an emphasis that in the long run will be very beneficial to the university," Ed Anderson said of the idea he describes as "tying resources of the university with community needs." The suit contends that Lange was suffering from Alzheimer's disease, but Misch said he saw no evidence of that and labeled the contention an attempt to get sympathy. "Any discussion I've had with Lange in the last four to five years has shown that he's an extremely astute businessperson." The suit contends that Lange invested in the corporation or lent it about $328,000, but has received no money back and no return on his investment. But Misch contended that Lange invested about $5,000 in the corporation and $5,000 in each of the other corporations they formed with Henry U.S. Capital Corp. and U.S.

Insurance Group Inc. Misch said he invested more, and countered that he arranged for a loan for Lange of about $50,000 and Lange has yet to return the money. "When all the dust settles, he'll end up owing us $40,000 to $50,000." Misch alleged. He claimed that he heard the first complaints from the Langes in the last 30 days, and the Langes and their attorney have not been able to produce canceled checks they claim Lange wrote. the 1989 taxes, payable in 1990.

Paul M. Misch claimed yesterday that the man who filed the suit, Wallace F. Lange of Monticello, owes Misch money, rather than the other way around. "If anybody owes anybody money, it's Wallace Lange owing us and the business venture money," Misch alleged.

Lange's allegations are in a suit filed in McLean County Circuit Court against Misch, John T. Henry and corporations they formed. Misch, a lawyer and businessman with offices in Bloomington and Chicago, has been the subject of several lawsuits in the last few years alleging fraud in business investments. But, speaking yesterday from Edwardsville, where he was on business, Misch denied an allegation in the suit that he induced Lange in 1986 to form a partnership with him and Henry to buy CII East.
