in two fires here over the weekend that caused an estimated $300000 damages Fire Chief Ora Provolt said Monday The Maze that leveled Feed and Coal Co Saturday night caused an estimated $100000 damages the Bestway Building Sup- Flames Damage Upper Structure Of Ontario Home ONTARIO A home occu- by the Harvey Slabaugh araily at 543 Southwest First in Ontario was extensively damaged by fire Sunday afternoon Fire Chief Robert Prahl reported an alarm was called in about 12:15 pm after the fire was discovered by a neighbor The attic and the roof of the two-story frame house was badly burned with smoke and water damage to other portions of the home Damage was estimated at about $2500 Cause of the fire has not teen determined Prahl said Borchert Feed and Coal Co was leveled Saturday night The The ply Co fire Sunday ni destroyed property valued $200000 reports show These two fires constitute the most destructive fires in Nampa during the past five years Chief Provolt said "I think arson is involved in both these fires" he added Provolt explained he had been in the firefighting business for more than 23 years but he had never "seen one go that fast They just bum that fast His comments concerned both fires Police Lack Evidence -Chief of Police Buster Baker said at present there is no evidence to point toward arson However he explained insurance companies supplying coverage to property owners have been asked to send an inspector into the area to investigate the blazes "The only reason people are thinking arson is because we have had two fires in two Chief Baker said "If we have a firebug loose we (the police department) know ft" he added "The department is doing everything possible to put a stop to it if there is one (arsonist) loose I have asked the insurance company that has the Borchert property to bring in an arson investigator I need an expert opinion before I can do anymore than already has been done" Baker stated Firemen were notified of the building supply store fire at 8:45 pm Sunday Chief Provolt said 20 firemen and several volunteers responded to the call Crews were on standby all night Sunday Fire Flares Monday The rural fire district truck was dispatched to the scene Monday at noon to control several flare-ups which were occurring near the office of the recently constructed building Chief Provolt said seven firemen were injured during the two fires Provolt was injured by flying glass and required several stitches in his leg two firemen were treated for excessive smoke inhalation another fell through a roof and the other injuries included stepping on ruuls City Courts May Merge In Malheur VALE The possibility of consolidating the Ontario and Vale justice courts and formation of a district court fs under discussion here according to Malheur County Judge Ellis A White The merger of the Vale and Ontario justice courts is being urged by a number of people with the intention of eventually abolishing the justice court and establishing a district court in Malheur County he said The rumored possible merger of the two courts brought immediate complaints from the four candidates seeking the nonpartisan post in the primary elections he said Judge Resigns Last week incumbent Ontario Justice of the Peace A Peters announced his resignation effective June 1 Mrs Nita Bellows Jay Phillips Walter Walker and Kenneth Taylor all of Ontario are seeking the position Judge White said it was the consensus of members of the county court that a district court would not be established without an expression of the people in the two districts A district court could not be established without the consent of the Oregon Legislature he noted but said it is likely that the next legislature could make a district court mandatory in Malheur County Study Requested Several years ago at the request of the Malheur County Bar Association a study was made on the cost of a district court and at that time the cost was estimated to be about $20-000 annually to the county In addition the salary of a district court judge would be borne by the State of Oregon It was suggested that justice courts also be maintained to handle routine traffic cases If a district court was established Judge White said it is possible that a district court judge would hold court several days a week in each of the towns of Vale Ontario and Nyssa merce Aviation Committee presented the proposal of 20 local residents The group will cosign for financing of construction costs of the building with the city expected to repay them from the city budget next spring Resolution Planned City Attorney William Gi-gray Jr said the council cannot at this time state definitely it will dedicate so much money from the budget of next year for any particular purpose Therefore he instructed that the council pass a resolution of intent which he will prepare this week The building will cost between $17000 and $20000 Bids will be called on the construction The building will be made from concrete blocks with a concrete floor The building will be leased by Joe Driscoll manager of the airport He is to pay the city one-half cent per gallon on all gasoline consumed at the air- Srt which amounts to about JO a year Action Listed In other action the council: Approved a request of Melvin Kirkland of Caldwell owner of the Caldwell Bowling Alley building to build an addition to the structure over the city sewer line The sewer line ends at that point south Twenty-second Avenue and Arthur Kirkland who has the business leased will build a building for a billiard parlor Accepted the lowest of two bids to furnish a pickup truck for the fire chief to replace a stationwagon The Burns Chevrolet Co bid $209378 and Garter Motor Co $2122 Ruled the lowest of two bids to supply shirts and trousers for the fire department was received from Howard Nafsing-er Inc Wardrobe of Boise was the other bidder The city will furnish two pair of trousers and two shirts to each of 15 men as a yearly clothing allowance Tennis Courts Eyed Discussed a request of Val-livue and Marsing high schools to use the municipal tennis courts in the municipal park for practice and matches The council decided that Coach Charles Alvaro city summer recreation director should establish rules for use of the courts to assure the availability of at least one court at all tin lie exploding dangerous fireworks at the Simplot Stadium July 4 Barbers Hike Haircut Price By 25 Cents CALDWELL Hair cuts for all' males go up 25 cents today in Nampa and Caldwell barter shops The raise in prices was set in February during a meeting in Caldwell of the members of District No 3 erf the Idaho State Barters Association At that time area barbers announced that the price for a hair cut would be raised effective April 1 "in order to comply with the sum currently being charged in Boise" Since barter shops are closed on Mondays the price change takes effect today Elmer Porter Caldwell barter reported The price for men and for youths 13 years of age and over will be $2 while the cost for children 12 years and under will be $175 Barters plan to discuss at their annual state in custody of one of the parents Opponents in Malheur Agree on One Issue Nampa Told Sewer Line Progresses NAMPA The Nampa City Council Monday night approved a payment of $145378 to Mitchell Construction Co of Pocatello contractor of the Local Improvement District 49A a major sewer line extension program for work completed Summner Johnson of Johnson Underkofler and Briggs a Nampa consulting 'engineering firm which served as project engineers on the LID told the council that project construction is on schedule He explained that the cleanup work on the $15 million extension program is "definitely making progress" Johnson said The areas of pipeline installation will experience a dust problem for some time he told the council Project Progresses Johnson said that the construction firm has been conducting a big push to get irrigation facilities completed prior to the summer season "Except for the dust problem" he said "the project is progressing very "The bulk of the pipeline laying is expected to be completed by Aug 23" Johnson said getting a very good pipeline laying sewer project" he told the counciL The council adopted a safe and sane fireworks ordinance for the city The ordinance allows a 30-day selling period of the fireworks and established the type of product that may be sold in the stands Deadline for filing for an application to sell fireworks in the city is May 1 Dates Set The ordinance states that fireworks sold within the city limits may be sold from noon June 15 to July 15 All persons who sell fireworks must comply with the ordinance as adopted by the council or they will be guilty of a misdemeanor Mayor Ernest Starr said Mayor Starr-told the council that A1 Holterman county sanitarian had resigned effective April 15 and had accepted a position with the hospital facilities inspection unit with the State Department of Health The mayor told the council that the city was in an embarrassing position concerning the city fire trucks going out of the city limits to fight the fire at Building Supplies store Sunday night City Warned He reminded the council that a few years ago the city was warned by the Idaho Survey Co that city firefighting vehicles should not go out of the city limits The mayor explained that the fire insurance rates of the citizens could go up as a result of this action The city is faced with the problem of deciding what should be done concerning fires on the fringe of the city limits As a possible solution to the problem the mayor suggested that the people in the fringe area of the city establish a taxing district with which to pay the local department for its services and protection At present the Nampa Rural Fire District has one truck and is authorized one man to operate the vehicle As another alternative the mayor said the area could be annexed to the city Rate Established City Clerk John Dieffenbach told councilmen that LID bonds for the proposed 50 51 and 52 did not sell as anticipated He said that the bonds which amount to $40000 can be sold locally and asked the council to set a six per cent interest rate The council approved the request and established the interest rate at the same figure as past bonds Subdivision One and Two were annexed into the irrigation district City engineer Huckabee explained that this action was taken by the city at the request of residents in the area The residents were formerly serviced by Nampa-Meridian Irrigation District he aidv Valley Area News of Record Nyssan Fined $200 On Drinking Charge NYSSA Rambaldo Mendoza Nyssa was fined $200 Monday when he appeared before Judge A Sallee in Nyssa Municipal Court and pleaded guilty to a drunken driving charge Mendoza' was placed in the Nyssa City Jail in lieu of the fine legislature will create a district court for Malheur "We do no question the eventual need for a district court for this area so long as some system of commissioners is available to persons in outlying areas such as Jordan Valley where appearances can be made and fines paid for minor traffic offenses Labeled Insidious "On the other hand we regard the suggested move to eliminate the Ontario court as an insidious method of accomplishing the objective The legislature will no doubt create the district court when it feels that its need is present Apparently that time has not arrived or the legislature would have established tiie district "Meanwhile it would be a cruel blow to the candidates for the Ontario justice position to cut out from under them the office for which they have filed justice of the peace situation and that if a disrict court is to be created for all of Malheur County those who are advocating such a court should present their case to the legislature rather than bringing about the realization of i wishes through an untimely maneuver of the type being discussed "We have filed as candidates for justice of the peace and we believe that we should be emitted to run for that of-ce to do otherwise would be unfair to the candidates and to the people who have occasion to appear in JJ courts without driving unreasonably long Police Nab Ontario Boys After Chase of Reclamation for recreation sites at Agency Valley Reservoir and Bully Creek Reservoir Malheur County Judge Ellis A White said Monday Long-term leases on recreation sites are desirable and necessary in order to receive matching funds for recreational development he explained George Reberger Bureau of Reclamation official said longterm leases can be accomplished by one of two contracts The first would be through a new permit in lieu of the current permit which could be allowed for a period up to 30 years The second method would be to enter into a lease agreement between Bureau of Reclamation and Malheur County for a period up to 50 years This could provide cost sharing up to $100000 under the Federal Water Projects Recreation Act Reberger said the cost sharing contract would be most desirable because Bureau of Reclamation could match cost of improvements made or attained by Malheur County Matching funds are programmed two years in advance and are subject to appropriations by
