Boost If Idaho fails to keep its state tax on gasoline at the current level it will be forced to cut its 1970 construction program by $12 to $15 million State Highway Board Chairman Doyle Symms of Caldwell said today The board approved a bill for consideration by the 1969 Legislature which would remove the expiration date from the existing law Unless the legislature acts the tax now 7 cents a ga Ion will drop to 6 cents on Dec 31 1969 The board beginning a two-day session was told by Symms that if the tax returns to cents the Highway Departmen will lack money for a number projects he called urgent He listed them as Mesa White-bird and Lewiston Hills on US 95 the Fish Creek cutol east of Pocatello on US 30N and projects north of Idaho Falls on US 191 Robert Christensen deputy state highway engineer said that under existing schedules Idaho will receive $40 million in federal aid in the fiscal year ending June 30 1970 He said this is the largest allocation the state has ever been given for a single year But Symms said the state wil be unable to match that amount the gasoline tax is cut On the agenda for its current meeting was final consideration of the 1969 construction program Details are ex pec ted to be disclosed later in the month Clapp later resigned as prison warden and was appointed secretary of state As such he was a member of the land board and Williams said Clapp urged again that the trade be carried out But Williams said nothing was done Clapp failed in a bid for election to the secretary of job in 1966 Williams said there has been misunderstanding too as to how the state acquired the bulk of the land for the new prison site in a rural location about 10 miles south of Boise He said 1800 acres was acquired from the federal government under the public uses act with the state paying only $250 per acre good many people have the idea the state bought this land from private Williams said "The state did buy 1200 acres in that way but the 1800 acres was obtained from thfe federal government board was convinced then that the state needed the land I agreed then it was a good buy and I still feel the same Gov Don Samuelson chairman of the land board since he became governor in January 1967 told this session that the state owns dang land at the new prison site State Auditor Joe Williams asserted today that negligence on the part of the state administration was responsible for the State Board of Corrections failing to get title to land on which the new penitentiary is being constructed Williams said the question was raised at the time sur-rounding property was acquired but he said the matter was not pushed after Clapp former prison warden left state employment The question was raised this week at a State Land Board meeting Williams a member of the board was out of town at the time returning from New Orleans La where he attended the national convention of the Association of State Auditors Treasurers and Comptrollers House now Board of Correction chairman told the land board the title to a 320-acre tract on which most of the prison buildings are being constructed is held by the Public School Endowment Fund were advised of the situation in the spring of 1965 when land was being acquired for the new prison Williams said Clapp asked the land board to arrange a trade which would give the Board of Correction the title and
