The present owner of the basin, out-Eide of the town itself, is the Volcano GflA Gravel Mining Company, a Santa Cruz company.

Its holdings amount to 500 acres. This company holds the key to the situation and has been operating there since the early eighties. For the past five years Gross and his associates have been quietly securing options on all "the property within the area that would be covered with water. The options bcve been secured on the fiitch system and the writer rights higher in the mountains, in order to against a shortage. The Mc-LaugWln system of ditches was the one Secured.
