"In other words." says the report, "though ten times Wheeling's size, Cleveland pumps but three and a half times as much water a-s Wheeling. If Wheeling's pumpage is natural and normalTleveland should pump 170,000,000 gallons daily. If the Cleveland pumpage Is natural and aorjnal. Wheeling Is pumping enough water for a city of 110,000 inhabitants.

What makes the ramparison more striking is the fact that. Cleveland has the same kind of services as Wheeling, iron and steel mills, factories of.var- ions kinds and an saloons and "restaurants. The inference is that Wheeling daily wastes more -water than it actually uses." Peop'et' who have been wasting large quanti- ties. of water will not continue to pay large water bills, but they will do as everybody else has done in other cities.

They will exercise ordinary and reasonable -carefulness In the use of water and will see to It that none is wasted, and as the experience of the entire country has proved, the water bills will be less under the meterage system than where water Is wasted indiscriminately.
