Increase Seen Budget Change By Rick Brand and Kathleen Kerr Suffolk property owners would have to pay about $30 more in taxes next year than predicted if County Executive Patrick Halpin succeeds in making a last-minute change to his proposed 1989 county operating budget. Saying that sales-tax revenues will probably be less than expected next year, Halpin asked the Suffolk County Legislature Wednesday to consider changes to his proposed budget. A drop in sales-tax revenues would require making up the difference with property tax revenues, he said. He asked the legislature to decrease revenue estimates for the sales tax this year and next year by a total of $14.5 million, and to increase the cost of county borrowing by $3 million to keep his proposed 1989 budget in balance. But Democratic county lawmakers, who met in caucus yesterday, greeted Halpin's proposal with collective gulp" when they heard it would mean an increase in taxes, said Persiding Officer Sondra Bachety (D-North Babylon).

The Democratic caucus is scheduled to meet with Halpin today. Halpin, who campaigned on a promise to reduce taxes, has already proposed in his 1989 budget that property taxes almost double next year. Robert Kurtter, deputy county executive for finance, said the shortfall in sales tax revenues has created a cash flow problem that will require additional short-term borrowing by the county, and which will increase Suffolk's debt-service payments by $3 million next year. Bachety said she has agreed to submit Halpin's proposed change to the legislators when they meet on Monday to consider Halpin's budget. But, she added, that doesn't mean she supports the changes.

The legislature will have to decide Monday on 277 amendments that add or cut money from Halpin's budget. Kurtter said Halpin made the request because "we were getting a little nervous that no one had put in a resolution to lower the revenues." Halpin's budget proposal, released in September, estimated the county would receive $365 million in sales-tax revenues in 1988 and a 7.5-percent increase to $392.37 million next year. But because of an October sales-tax payment that came in 3.4 percent below last year, Kurtter now projects a sales-tax total of only $358 million this year and $384.85 million next year. If lawmakers do not like the administration's projections, Halpin offers an alternative: the legislature's own estimates from its Office of Budget Review, calling for $360 million in sales tax revenues this year and $388.8 million next year. "The bottom line is, we want a budget that is in balance," Kurtter said.

He was also the consulting architect for the Reformed Church in America and was an elder in the First Presbyterian Church, Smithtown. He also served as counsel to the Pharmaceutical Society of the State of New York, the Empire State Medical Equipment Dealers, the New York Board of Certified Orthotists and numerous corporate and private clientele.
