Speaker Bankhead Forecasts Legislative Changes By RICHARD TURNER WASHINGTON On the eve of a congressional session which finds the Roosevelt administration beset by an in creased opposition Speaker Bankhead Monday night predicted a broad revision of numerous highly controversial new deal laws In fact he urged his colleagues of the Democratic party to study Republican victories of last elections to determine whether laws that have been passed or the administration of such laws led to those victories If so he advised the Democrats to public by modifying and correcting the laws lie foresaw changes in the Wagner labor relations act the social security act the administration of relief and the crop control act In addition he forecast another effort to enact a governmental reorganization bill and declared that national defense wuld be a foremost subject before congress Meanwhile both parties got ready for the opening of the Seventy-sixth congress a congress which many expect to be rife with controversy and historically important for its bearing upon the future of the nation and the presidential elections of 1940 Some Republican leaders contend that with the Increased strength resulting from the November elections they can In coalition with conservative Democrats out-vote the new deal forces They are frankly hopeful that they may be able to reverse several governmental policies by this method In particular they hope to end the policy of making blanket appropriations for relief and permitting the President to allocate the funds as he sees fit No one expects a formal closely-knit coalition or Republicans and conservative Democrats to take form however Tha Seventy-sixth congress will convene at IS noon Tuesday with Vice President Garner calling the senate to order Brilliant Affairs Socially Launch New Regime for Capital By BETTY MATTHEWS Idaho's new governor A Bottolfsen and his wife were socially launched for a brilliant two years at one of the largest inaugural receptions seen in many years Monday evening in the state capitol Several thousand well-wishers packed the building from 7:30 until well past the 9 deadline to pass around the receiving line in the rotunda on the second floor Boiseans were nearly out-numbered by the many visitors from all over the state who had assembled to greet the new Governor state officials and their wives Music by Band Traditional legislative atmosphere was enhanced by the fragrance of hundreds of gardenia corsages worn by the women and the pungent smell of Idaho fir trees arranged in small forests in every corridor Throughout the reception music was played by the Boise city band Crowds were efficiently handled by members of the Idaho national guard under the direction of Maj yle Rowell Mayor Edlefsen elections Martin 54-year-old publisher lawmaker has interpreted the general elections as a mandate for congress to be more independent of the President He was nominated by Representative Allen Treadway of Massachusetts as a man behind whom all factions of the party could unite in preparation for the 1940 presidential election Martin regarded by many associated as a Republican having neither Column 2) Statesman Camera Catches First Pictures Of Idaho Inauguration Ceremonies At Statehouse By WALTER BOTT HER (Associated Press Staff Writer) The twenty-fifth administration in Idaho's half century of statehood was sworn into office Monday by Chief Justice James Ailshie while a 75-millimeter gun boomed a military salute to A Bottolfsen the state's first newspaperman to become governor Packed galleries in the house chamber and the 44 senators and 59 representatives watched the solemn ceremony in the pillared marble halls over which the new governor ruled as speaker in 1931 as a delegate from Butte county Tuesday shortly after 11 a he will read his 6500-word message in the same chamber to another joint assembly of the lawmakers to chart the course upon which the legislators overwhelmingly of his own political faith Republican will get out in earnest Bottolfsen ruddy-faced quiet smiling a dark business entered the chamber at 12:15 after national guard officers had cleared a way for him and Governor Barzilla Clark throngh the crowd Cameras clicked the spectators rose to their feet and applauded Chief Justice James Ailshie climbed to the chair made a brief statement and
