For many years prior to the adojM tlon of the new Constitution in 1S79. the judicial elections of this State, Including the office of State Superintendent of Public Instruction, were held separate from the political elections ihe political elections being held the first Tuesday after the first Monday in September, and the judicial elections on the first Tuesday after the first Monday in October. It was one of the wise provisions which was omitted ia framing the new Constitution kn 1879' the new Constitution being the outcome of what -was termed the sand-lot uprising In this State. The former policy was to separata the Judiciary and school departments as much as possible, from partisan politics. The principle was correct, and In a.

great measure made; it unnecessary to drag the Judicial ermine through the slums of partisan politics, and freeing the election from political rancor, raising the courts thereby to a higher plane Independent Dhlnkiny voters giving their suffrage to -the most capable and experienced Jurist, without regard to their political afllliatioais, and ty which the standard of th courts was raised to a higher plane, being acknowledged among the most renowned In this Union. In a short article last week, I referred to this particular principle. In answer to a question propounded as to why ray partisan prejudices were not announced with the announcement of my candidacy for City Justice of Oak land. It has since been intimated that a more full and, clear statement of the Question would be very proper at this time. I was an advocate of separation of the Judicial from the political elections at the time, and still hold firmly to the same principle.
