to fill the post Submits Report For St Lawrence Waterway At Estimated Cost of $150000000 WASHINGTON (A) President Coolldge had before him Monday report favoring a Joint undertaking by the United States and Canada to construct a $150000000 Great Lakes to the Atlantic waterway by way of the St Lawrence river The report was presented by Secretary Hoover as chairman of the American commission which had studied the subject for many months It definitely rejected the proposed all-American canal to serve the same purpose as uneconomic and impracticable at this time and said negotiations should be entered into Immediately with Canada looking to an agreement on all details of the St Lawrence ship way Fixing the cost of the St Lawrence projects as far below estimates for an all-American route and a Lake Ontario to Hudson waterway the Hoover commission asserted the opening of the territory concerned to navigation was Imperative "both for the relief and for the future development of a vast area in the Interior of the continent" An cost of $148000-000 for the St Lawrence waterway was the figure worked out by engineering boards of this country and Canada and incorporated in the report This was contrasted with an estimate cost of $506000000 for the Ontario to Hudson route and $631000000 for the all-American On the basis of estimated tonnage that would be carried through the waterway justlces- (Continued on Page Three) Floridans Must Pay Inheritance Court Declares WASHINGTON (IP) Florida was denied permission by the supreme court Monday to challenge the validity of the inheritance tax provisions of the present federal revenue bill In an opinion by Justice Sutherland the court held that the state had failed to establish that it was suffering a wrong which furnished ground for redress by the courts Florida had pointed out that under its constitution it was prohibited from Imposing a tax upon estates and had Insisted that the provision of the federal law to give credit up to 80 per cent on federal inheritance taxes for similar state taxes was a discrimination against Florida and against its citizens "Plainly there is no substance in the contention that the state has Force WASHINGTON (JP) Proposing a cut of $1950000 In the funds for cruising activities of the United States fleet but otherwise providing for maintenance of the navy about as It is now the annual navy department appropriation bill was reported to the house Monday by its appropriations committee It carries a total of $314552680 for all branches of the navy for the fiscal year beginning next July 1 a decrease of $5364895 compared with current funds and $150970 below budget recommendations The committee refused to accept the budget proposal for a reduction of 1200 men in the enlisted strength of the marine corps and provided for continuation of its present size of 18 00 enlisted men 1020 commissioned officers and 155 warrant officers "The material condition of the navy Is the committee reported "the personnel situation continues on the upward trend Both will Improve the committee believes under this bill' Provision is made for continuing naval enlisted strength at 82500 and the officer strength including line staff and warrant officers at 8710 The food ration is based on 55 cents per day per enlisted man The allotment for cruising is cut from $13950000 to $12000000 Rear Admiral Charles Morris told the committee- during hearings on the measure that this cut probably would "amount to a reduction of about 8 per cent in the steaming radius of the United States Would Cnt which would Investigate the best connecting points between the various countries Soldier Insurance Certificates Cause Oissension Administration Is Hopeful WASHINGTON (A) Confidence was expressed by the administration Monday that most of the banks soon would make loans on the soldier insurance certificates as steps were considered in congress for authorizing the veterans' burVau to loan on this collateral Although reports received by the bureau Indicated only about one-half of the banks were accepting the certificates which acquired a loan value Monday Secretary Mellon expressed the belief the banks would soon turn to these loans as a "business The adjusted service certificate fund was Increased Monday by 123 million dollars to a total of 400 million dollars All of this is pledged to the certificates which have an estimated loan value of 200 million dollars There is no chance for the banks to lose on the certificate loans Mr 3Iellon explained If the war veterans fail to repay the loans the bureau will make them good cutting this sum from the value of the certificate finally due the veteran Edward Bellehelm of the veterans of foreign wars suggested to Chairman Johnson of the on a highway near here December 30 was killed as the result of a feud which started in Wallace Idaho 20 years ago in the opinion of the widow who arrived Monday from Boise to take charge of the body
