In addition to his wife, Mr. Vaccaro is survived by three sons, James of El Cerrito, Calif, John Jr. of Berkeley, Calif, and Richard of Fairfield, Calif; four brothers, Joseph of White Plains, Anthony of Rye Brook, Vito and and James, both of Port Chester-, three sisters, Anna Mecca, Catherine Grieco and Margaret Brae-dale, all of Port Chester, and four grandchildren. The Chapel of the Chimes in Oakland, Calif, is handling the arrangements. The center is kn extension of HOPE Community Services, which operates Westchester County's largest soup kitchen and a food pantry.

It is open from 9 a.m. until 5 p.m. Monday through Friday. Help is free and confidential; no appointments are necessary. The staff has actually been helping people since the beginning of the month, as news of its existence spread by word of mouth.

Wynne already has found housing, jobs and emergency food for men and women in New Rochelle. Besides Wynne, the staff includes a part-time bilingual outreach worker to help serve New Rochelles Hispanic community, and a part-time mental health-outreach worker provided by the county Department of Community Mental Health. Doctors, nurses and college students are being recruited as volunteers. Financial support has come from private foundations; local, state and federal government programs; and individual contributions. Donations will be accepted at the reception.

Staff Writer The Center for HOPE, a storefront, drop-in center on New Rochelles North Avenue, officially opens its doors today. Its opening will be celebrated with a small wine-and-cheese reception this evening for teers, city officials and residents who are interested in the center, said its director, Anthony Wynne. The reception will be from 9:30 until 7:30 p.m. at the center, 309 North Ave. The center often such services as short-term counseling, crisis intervention and information about 'health and social programs.

During its first year, it expects to serve at least 700 people seeking help for homelessness, AIDS, substance abuse, and related problems, Wynne said. As of last year, one in every 250 households in New Rochelle was homeless, according to the Westchester County Department of Social Services. The numben equal those of New York City, and are among the highest in the ter-Rye community for 30 years and practiced dentistry in Rye for 50 years, died Monday at his home in Neotsu, Ore. 25, 1904, L. Brooklyn to Isaac and Elizabeth Morgan. He graduated from New York University in Manhattan in 1928, with degrees in pharmacy and dentistry. He began practicing in Rye that year, and he remained in the city until 1978. Dr.

Morgan was a captain in the Army Air Corps during World War II and was stationed in England. There, he met his wife, Elle Robertson. They married Oct 30, 1945, in England. After being discharged from the military in 1945, he and his wife moved to Rye and settled in Port Chester three years later. They lived there until 1978, when Dr.

Morgan retired and they moved to Neotsu. He was active in many part of the Port Chester community. He was a member of several dental organizations and a pack leader of the Cub Scouts at Park Avenue Elementary School. He served on the board of the Rye YMCA. He acted in several plays and a performed as a magician at numerous county events.

He had said if he hadnt been a professional man, he would have loved to be a maitre d' at a He was known here (Oregon) for telling jokes; he was very active in the hospital here. People have said to me how much they miss his jokes. After moving to Oregon, Dr. Morgan continued his interest in the community. He was a member of the Kiwanis Club, an officer in the American Association of Retired Persons, and he sang in the Lincoln City Congregational Church Choir and with the Lincolnaires, a group of senior citizens.

He also played the violin in the Lincoln City Pops Orchestra. He was a member of the North Lincoln Hospital Auxiliary. In addition to his wife. Dr. Morgan is survived by four sons, Steve Morgan of North Ridge, Calif, David Morgan of St.

Thomas, Virgin Islands, Richard Morgan of Lincoln City, and John Morgan of Invergarry, Scotland; a daughter, Peggy Coffinan of Olympia, and four grandchildren. Tuesday at Highland Hospital in Oakland, Calif. He was 72. Mr. Vaccaro was born April 18, 1921, to James and Carmella Lo-Russo Vaccaro in Port Chester, where he attended schools and graduated from Port Chester High School in 1939. From 1942 to 1945, Mr.

Vaccaro served in the U.S. Navy as a quartermaster and signalman in the Pacific. He married Mary Embesi on April 20, 1947, at Holy Rosary Church in Port Chester. Mr. Vaccaro was an assistant superintendent of grounds at Rye Country Day School He worked at General Electric Co.

in White Plains and Electrolux in Greenwich, Conn. He joined the Mamaroneck Village Police Department on Joseph Bentivenga: Joseph E. Bentivenga, a lifelong Yonkers resident and refinery worker, died Tuesday at SL Josephs Medical Center. He was 62. For 27 years, he was employed by Refined Sugars Inc.

in Yonkers. Mr. Bentivenga was born March 22, 1931, to John and Madeline Widdows Bentivenga. He attended school in the city and graduated from the High School of Commerce. He served in the U.S.

Kevin Qray Buff Writer Hoping to prop its sagging tax base and ease pressure on condominium owners, the Port Chester Board of Trustees last night lifted several restrictions from an Inadvertently harmful tenant-protection law. After months of fine-tuning its legal language, during which time hundreds of angry renters assailed the board for fear they would lose their homes, village officials agreed to amend the 13-year-old Emergency Tenant Protection Act The board removed certain owner-occupied condominiums and cooperative apartments from the state ETPA in hopes of generating up to $1 million in tax revenues. The state wrote the ETPA, which was signed into state law in 1974 and adopted by the village in 1980, to protect ten-ants against escalating rents and unfeir evictions by guaran- teeing lifelong leases and set-' ting rent controls.

But according to village offi- dais, the law had backfired in many cases, precluding owners from selling their properties for fair-market values and thus eroding the tax base. The new village law would immediately remove owner-occupied condominiums and coops that are not now leased to ETPA tenants from the state regulations and predude Aiture units from becoming protected under ETPA. The new law will also remove ETPA-protected units as they are vacated by current tenants.

Court challenges on three village buildings under ETPA guidelines resulted in a 1414,000 decrease in assessed value and a loss of $180,000 in tax revenue last year, according to the Rye town assessor. She was 85. She was born Jan. 11, 1908, in Manhattan to Gaetano and An-toinietta Ferry Foti. She grew up in Greenwich Village, where she attended public schools. In 1931, she married George M.S.

Kirkman. They moved to Larchmont to raise their family and lived there for about three decades. They moved to Los Angeles in 1958, where Mrs. Kirkman worked as a saleswoman at Zodi's department store. She retired at the age of 72.

James P. Ward: retired surveyor James P. Ward, a former New Rochelle resident, died Tuesday at Fairview Hospital in Great Barrington, Mass. He was 83. He was born Sept.

29, 1909, in New Rochelle to James and Mary Ann Curry Ward. He graduated from St. Augustine School in Larchmont and from Salesian High School in New Rochelle in 1927. He married Ellen McEvoy on Sept. 5, 1940, in New Rochelle.

His wife died March 25. Mr. Ward served in the U.S. Navy. Later, he was employed as a land surveyor with several engineering and contracting firms in Westchester County that developed the interstate highway system for the state Department of Transportation.

He. lived in New Rochelle until 1978, when he retired and moved to Copake, N.Y. Mr. Ward was a member of St Bridget's Roman Catholic Church in Copake Falls. He is survived by a daughter, Ellen Abramson of New Milford, a sister, Mary Creavey of Croton-on-Hudson; and three Two brothers, William Ward and John Ward, died earlier.

John MuBane: Marmaroneck native John L. Mullane, a native of Mamaroneck, died of cancer Wednesday at SL Andrews Hospital in Booth bay Harbor, Maine.

He was 74. He was born Feb. 25, 1919, in New York City to William J. and Catherine Byrne Mullane. Mr.

Mullane grew up in Mamaroneck and attended Mamaroneck schools. He attended New York University. He married Jane Pfeiffer on Dec. 7, 1964, in Stamford, Conn. Mr.

Mullane worked for many years at Dorr-0 liver, an engineering firm in Stamford, as a coordinator of imported and exported parts throughout the world. He lived in Darien, from 1964 until 1984. He retired and moved to Boothbay Harbor. He is survived by his wife of Boothbay Harbor, two daughters, Barbara Kearfott Ringle of Santa Ana. Calif, and Terry Lynn Kearfott LaBonne of Baltimore; and a sister, Winifred Breese of White Rains.

A Moses Jones, a retired self-employed painter who had lived in New Rochelle the past 40 years, died Monday at New Rochelle Hospital Medical Center. He was 78.

Mr. Jones was born Oct 8, 1914, in Stella, N.C., to Godfrey and Lizzie Scott Jones. He attended Stella public schools. He moved from North Carolina to New Rochelle about 40 years ago. Mr.
