Preserve Order Bordabcrry ordered armored cars into the streets to preserve order earlier in the day after announcing the sweeping administrative changes, then went on nationwide television to announce an elected government would return to Uruguay "on the last Sunday of 1976" — the expiration date of his term of office. The constitutional crisis, Uruguay's worst in 30 years, was touched off after both houses of Congress refused to impeachjlabor leftist Sen. Enrique Erro. The military wanted Erro arrested on charges of • maintaining contacts with the country's extremist Tupamard urban guerrillas. Total Censorship Bordaberry acted at dawn after lengthy talks with military commanders, closing down Congress, encircling the vacant building with armored cars, imposing total censorship and closing the country's schools until, July 20. In his television speech, the president said Congress had impeded the military's prosec- tution of Erro "through political motives" and called the- leftist senator "a traitor to the country." . . , i The powerful National Workers Convention called a general strike Wednesday afternoon to protest Bordaberry's move and sources said the government had detained some union leaders. Senate Okays Benefit Hike WASHINGTON (UPI) - A 5.6 per cent raise in Social Security benefits for about 30 million elderly hard hit by the rising costs of inflation today . was virtually assured of con- fl gressional passage. The Senate Wednesday approved the across-the-board increase, to take effect Jan. 1, 1974, by a one-sided 86-7 margin. There was every Indication that the House would concur by a similarly strong show of support. Extend Debt Ceiling The Social Security benefit increa.se was included as part of legislation which would extend the $465 billion national debt ceiling through next November. The bill must reach President Nixon by July 1. Senate-House negotiators must work out a compromise bill. UNIFAX ' Tribe Says Strangers Will Steal Their Sun LAKE RUDOLF, Kenya (UPI) — Saturday's solar eclipse means a rare chance for hundreds of scientists from around the world to study the planet's movement but to a tiny African tribe, it means strangers have come to steal their sun. Second Longest , The eclipse will be the second longest in history. The phenomenon has. brought hordes of professional astronomers, re- pouters and the curious streaming .into Kenya and Mauritania, the' East-West extremes of Northern Africa. The eclipse will! not be visible in the United States. Instead, its totality will begin near the border of Guyana with Northern Brazil in South America From there, it will move over the Atlantic Ocean and begin its African journey at Mauritania, span the 3,500 miles across Africa to Kenya, itouch a corner of the Somali Republic and head out to the Indian Ocean before leaving the earth's sight at day's end. Put Out Sun But the 200 fishermen who make up the Eknolos, the smallest tribe in East Africa, believe the scientists are In Kenya to "put out the sun,' : according to a female American scientist who has been living among Ithem for two months. Campaign Contributions —Language, approved 61-31, which would require the Internal Revenue Service to place on the front page of returns a box where taxpayers can mark a $1 checkoff as contributions to the financing of presidential cam-' palps. But the Senate stubbornly resisted other amendments, rejecting, 50-47, an attempt to place rents under the 60-day freeze, and turning back two attempts to plug tax loopholes and remove tax benefits designed to encourage exporters.'
