THURSDAY JANUARY 7th Direct from Marquam Grand Portland Biennial Change Takes Place in the State House OATH OF OFFICE ADMINISTERED Impressive Ceremony in the Supreme Court Room The New Officials Take Hold Like Veterans But Few Clerical Changes So Far Made The installation of the newly elected officers of the state government is always an interesting and impressive affair The ceremony this year had a new feature arising from the fact that for the first time in the history of Idaho as a state democratic officials were to take the oath of office Yesterday morning at 10 the supreme court room was filled with friends and relatives of the new officers The form of administering the oath of officethongh short and simple was made most solemn by themanner in which it -was pronounced by the justices of the supreme court On behalf of the local bar association Frank Martin of this city introduced Justice-elect Ralph Quaxles to the coart The oath of office was administered by retiring Chief Justice Morgan The other executive officers were each in turn pxesented to the bench by their predecessors and sworn in by Associate Justice Huston with the exception of Governor Steunenberg who took the oath from Chief Justice Sullivan Those who thus took upon themselves the obligations of office are Justice of the supreme court Ralph Quarles Frank Steunenberg Lieutenant governor George Moore Secretary of state GeorgeJJ Lewis State auditor James Anderson State treasurer George Storer Attorney general Robert McFarland Superintendent of public instruction Louis Anderson Inspector of mines Benjamin Hastings After the close of the ceremony those present hastened forward to extend pleasant greetings and congratulations and many cordial wishes for a successful term of office The new state officers at once entered upon the discharge of their duties and were soon in the harness like veterans There were some changes observable about the various offices but as a rule those who have been occupy ing clerical positions remained with the new officials to assist in starting them out their work The only office in which an entire change took place was that of the auditor where Harlan Pefly and Brose appeared in a olerical capacity In the land office there was no change excepting that Frank Fenn member of the legislature had resigned his desk being occupied by Johnson state land selector Thomas deputy state treasurer under Mr Bunting will continue in that posiiton temporarily under Treasurer Storer Governor Steunenberg has made no change in his office yet and the same is trne of the office of superintendent of pablio instruction Ed Garrett is assisting Secretary of State Lewis for the time being while Miss Reevey continues in her old place Secretary Lewis was given an early illustration Populists were Shut Out ASTONISHED THE WORKERS Was Brought About at the Eleventh Hour Populists Severely Criticise Their Allies Statements of the Post tions Taken by the Opposing Factions The organization of the legislature at noon yesterday was a distinct surprise to the public It had been generally understood that no agreement coaid be arrived at in time and the word had gone out that both houses would meet and adjourn without effecting an organization This was desired also by some qf the candidates for senator who did not wish to have balloting begin until two weeks from today The law provides that the houses shall ballot for senator on the secondJTuesday after organization and the voting will therefore begin on the 12th The arrangement under which the populists were entirely shut out from participation in the organization was effected only a short time before the hour for meeting The populists and democrats were unable to get together the latter insisting on their original demands and the populists refusing to yield to them During the morning the democrats had been given to understand that if they would present a list of candidates for attaches the silver republicans would support them It was after 11 o'clock when the silver republicans were advised that the democrats had abandoned- negotiations with the populists and would acccept the offer made Quite naturally the populists were highly incensed at the action of the democratic fusion ists and daring the afternoon and evening it was a common thing to hear the democrats bitterly denounced by their allies One of the populist leaders when asked for a statement of their position said it was simply that they were entitled to control of the legislature The convention agreement with the democrats he said had specified that the populists should have a majority of the fusion candidates elected and this certainly meant that they should be placed in control of the policy of the fusion party in the legislature Moreover he said the democracy was a minority party tin the state Without populist aid it could have secured nothing and it was the height of absurdity for the democratic members to demand the sneakership and the committees The populists bad a right to demand the organization and the action of the democrats in taking everything with the aid of the silver republicans was a bas6' betrayal of those who had made it possible for them to make a showing in the legislature A democratic leader of equal prominence stated that responsibility for the breach rested with the populists that they in fact had deliberately broken the agreement by demanding control of the legislature when it was distinctly understood and agreed that the administration of state affairs should be in control of the democratic party There was no possible argument he said with which to support the claim that the democrats were not entitled to leg islative control If that were denied them control of the 6tate government would be taken from them and when the populists made such a demand they deliberately violated the compact that had been entered into These two statements represent the views of the opposing factions What the result is to be can only be surmised The question of course was at once raised Will this co-operation between the silver republicans and democrats continue down to and including the senatorship That is something that the future alone can determine but it may be positively stated that there is no specific agreement on the subject How far the leaders may understand each other is
