yesterday by the Populist state convention with the exception of few joint members of the legislature The convention dragged along through a sweltering day adjourning sine die at 6 o'clock A greater part of the forenoon was spent behind closed doors The choice of the convention for the various nominations wss in this manner made known with but few exceptions and it did not take long to finish the ticket after the doors had been thrown open The reading and adoption of the resolutions took up most of the forenoon The Populists seemed very proud of their platform especially that portion of it declaring against fusion When that section was read the delegates fairly went wild for a moment It seemed to be a big victory over a certain element in the party and the anti-f unionists were not slow in giving expression to their feelings Before the convention adjourned votes of thanks were extended to the I a conlUhl oIia amendment to Merchants' association of this city for We demand that an the entertainment they had prepared for the delegates to the officers of the convention and to all those who had lent their assistance in making the convention a success The feature of the day was the nomination for district jndge of that old war 'hoTe Democrat Alex May hew' of Shoshone county No one would ever have thought Alex would have renounced the fallacies he so earnestly advocated all his life for the more modern vagaries of the People's party but he did and every one who snows his innate fondness for office knows why he did it penalty of the surrender of the charter Ninth We demand a law prohibiting the entry of deficiency judgments of mortgages I on real property and that the' time for redeeming such property from forced sales under foreclosure or execution be extended I from six months to two years Tenth We are opposed to the furthei sale of the school lands of the state and demand that in lieu of such sales such lands shall be leased to actual occupants and thereby create a perpetual school fund without danger from loss In view of the criminal conduct of both of the old parties in granting to cor- 6 orations a monopoly of the people's money which the property of the Industrie classes is being rapidly absorbed by the usurers we favor such an extension of the exemption law of the state as will save the homes of the people and assure to our wives and children a reasonable provision against poverty We pledge our legislators to revise the homestead law so that ail actual homesteads will be exempt from forced sale on execution without the necessity of a declaration We avor the submission to the people of a constitutional amendment conferring upon the legislature the power to fix the salaries of county officers at any figure between the maximum and minimum now established by the constitution and demand that when it can be done the legislature shall reduce such salaries to a figure commensurate with the poverty of the people We also recommend state legislation which shall require under such regulations as may be fixed by law that all fees and commissions shall be paid to the county treasurer only and prohibited to be paid or received by any other county officer we reiterate the demands of the People's party representatives In our last state legislature for the elimination from our constitution of what is known as the test oath and pledge our party to place before the voters the state at the earliest ment to the constitution pro riding for equal suffrage be submitted by the legist Latureto the legal voters of the state Fifteenth We -demand the passage of a new and just apportionment bill giving fair representation to all parts of the state Sixteenth We endorse the reform known as the Initiative and referendum Seventeenth The citizenship nto a frantic scramble for the floating or venal vote We therefore favor the passage of a Corrupt Practices Act by the legislature which shall 1 specify the items for which money may be spent by a candidate for office or biz party committee in connection with elections 2 Fix the amount which any candidate or committee shall be permitted to spend 3 Require each candidate and committee when the election is over to make out and file In the public office designated by law a statement verified under oath specifying the several amounts so spent and the items of such expenditure ft Award the office to the minority candidate where he and his party committee have kept the law as against the majority candidate where such candidate or his party committee has broken the law The party delegates came in urly all looking very tired The first order of business was the presentation of the resolutions which were read by the secretary of the resolutions committee The resolutions were read one section at a time and acted on in the same manner Sections 2 3 5 6 8 9 10 11 12 and 19 were newspaper clippings It required nearly two hours to adopt the platform Several of the delegates opposed the woman's suffrage plank claiming it was not a pledge of the party What they wanted was a demand for equal suffrage The resolution as presented was a subterfuge Gilbert of Adp introduced an additional resolution demanding municipal ownership of all street railroads electric light and gas plants and water works Jones of Ada suggested that the committee on resolutions had already covered everything under the sun for 1000 years in advance of the times and he thought it was time to stop Several others opposed the resolution and it was lost The convention finally waded through the mass of resolutions and adopted them as a whole The Resolutions The People's party of the- state of Idaho in I convention assembled hereby adopts the following resolutions as expressive of Its convictions: We endorse the national platform of the People's party adopted at Omoha July 1 1I9S The People's party is a party of law and order Its mission Is to restore as far as law can affect it equality of opportunity in the race for life It believes in the sentiment expressed In the Declaration of Independence that men are by nature created equal and endowed by their Creator with are 13 It declares that human rights are clous than vested wrongs and that all pu wrongs shall be made to yield to the demands of equal justice expressed through the peaceable and orderly use of the ballot We know that through the ballot only can the people become all-powerful We therefore condemn all acts of lawlessness or violence by whomsoever committed and pledge ourselves to the people of the state that If they shall entrust us with the reins of state government we will see to it that public order is preserved and peace and tranquility assured to the people We declare that the enfo rcement of law no matter how Important it may be is only the beginning not the end of good government We believe that true statesmanship lies In making good laws far more than in enforcing bad ones We therefore demand such legislation both state and national as will crush all monopolies ana relieve the people from all unjust discrimination by law Fourth Realizing that the financial question is one of prominent Importance to ur people we reiterate our demands for the free and unlimited coinage of silver and gold at the present legal ratio of 16 to That the uture welfare of the state depends very largely upon
