INSTITUTION IS SPLENDIDLY EQUIPPED FOR TRAINING AND "DISCIPLINE OF CHILDREN 8hould Not Be Regarded as a Mere Place of Detention for Insorrigibles by Which Children May Be Physical Requirements Outlined- The trustees cf the Idaho Industrial Reform schcol have completed tael biennial report and conclude! the preparations necessary for the opening of the school which occurred on Monday It was a difficult task to equip the Institution proper! uni the trustees were put 4 to a prodigious amount of trouble They now hare everything up to the letter and the affairs of the school are In perft order One of the recommendations which the trustees will make Is that the name of the school be changed to the "Idaho Industrial Training' The word sounds Inrsh to them and does not In their opinion convey a cerrect idea of the purposes of the institution The school is really an institution of learning and discipline rather than place of detention for re calcitrant children Pupils 're given a careful training In all branches and when they leave school they will well equipped for the battle of Ufa Only -such restraint as thorough discipline requires will be placed upon the pupils In Its equipment thus far the school Is second to no Institution of the kind In the United States All apparatus is right up -to date and' the methods of tuition and management are based upon strictly modern lines How Children May Be Admitted -Another feature of the institution to which a great deal of attention must necessarily be given Is the method' by which children are admitted Although the law on the subjectls very plain- the trustees have received a number of communications inquiring what procedure was necessary to commit children to the schooL In brief the provisions of the law on this point- are as any boy or girl of sane mind between the ages of eight and IS years shall In any court of record or by any Judge of the district court of this state be found guilty of any crime except murder or manslaughter or for want of proper parental care Is growing up In mendicancy vagrancy or Incorrigibility and fcomplalnt thereof la properly made and sustained by evidence the court or Judge may if In his ion the accused Is a proper subject therefor Instead of entering Judgment cause an order to be entered for such boy or girl to be sent to the Idaho Industrial Reform nchcoL "When a boy or girl of sane mind between the ages of eight and 18 yeanv shall be brought before a justice of the peace probate Judge or police magistrate of any county or town of this state charged with any crime misdemeanor or with mendicancy vagrancy or Incorrigibility It shall: be the duty of said probate Judge Justice of the peace or police magistrate before whom he or she msy be brought to forthwith investigate such charge and take such evidence as he may deem necessary and If after such Investigation such probate Judge Justice of the peace or police magistrate is of the opinion that such boy or girl Is a proper person to be committed to the Idaho Industrial Reform school he shall forthwith consign such bey or girt together with all papers filed In his office upon the subject and a copy of his proceedings thereon under the controi of some officer to the district Judge of his district who shall then Issue an order to the parent cr guardian of such boy or girt or such other person as may have him or her In charge or -with whom he or she has last resided or anyone known to be related to him or her or if he or she be running friendless then to such person as-the Judge may appoint to act as guardian for the purposes of such case requiring him or her to appear-ai the place and time stated -In said order to show cause why such boy cr girl shall not be committed to said Idaho Industrial Reform school for training and reformation Physical Requirements "No boy or girl shall be committed to said school who Is not of sound Intellect froee from cutaneous or other contagious diseases or
