Minutes before noon, the Dow Jones industrial average had dropped 1.28 to 867.85. Declines had pulled ahead of advances, 625 to 429, out of 1,481 issues traded. Volume through noon came to about 6,000,000 shares, against about 5,600,000 shares traded in the same period Monday. Union Carbide was the volume leader, and fell % to 34% on 435,000 shares, including a 397,500-share block at 34 J /4, Engelhard Minerals & Chemical Corp. was second, off % to 15% on 78,100 shares, followed by Scudder Duo-Vest Inc. preferred, which added Va to 8 ! /4 on 65,000 shares. Gold mining issues were the strongest group. Campbell Red Lake added V/a, Dome Mines 1%, and Homestake Mining 1. Most glamors lost ground. Avon Products fell 2%, Upjohn VA; ARA Services VA. Texas Instruments tumbled 5%, IBM VA, and Burroughs %. DuPont added 1, Eastman Kodak %. Several oil issues declined. Superior fell 2 5 /s, Halliburton 1%, and Kerr McGee Vz. Airlines and aircrafts were slightly higher. Motors, steels and rails were practically unchanged. On the American Stock Exchange, prices eased in light trading. Times Getting Tough, Says Stock Firm NEW YORK (UPI) - "Theft has been no change in fiscal policy and near-term funda* mental for the capital markets remajfi unchanged, in other words, bearish," according to Paine, Webber, Jackson & Curtis. Times are getting tough, but there are some good buys, the firm says. "Glamors," according to Indicator Digest, "are no place to be during this stage of the bear market." The firm recommends investing in gold stocks and keeping a "cash reserve should be for picking up "the fantastic bargains which will be available when the indicators tell us the time is right."
