Titus, a. member of the Michigan conservation department, asserts that extensive investigation in New York, Michigan, Illinois and other states after complaints about fishedout waters, disclosed that lakes and ponds frequently were overstocked with natural food and thus the angle's lure had attraction for his would-be victims.

Investigators drained lakes and poisoned waters and discovered tons of fish in waters where the fishing was notoriously poor. Many lakes were overstocked with small blue gills, a natural food for the largemouth bass. In other cases the invesrigators learned that small forage fish were dumped in wellstocked lakes and these became the prey of larger fish and made fishing poor.
