TV Best Bets This Weekend Soprano Jane Marsh, first prize-winner of this Tchaikovsky Competition in Moscow and 24-vear-old daughter of Dr. and Mrs. Earle Marsh of Mill Valley, will be heard with other soloists and the Boston Symphony Orchestra on The Bell Telephone Sunday at 6:30 p.m. on Channels 3 and 4. Other shows of special interest this weekend: TONIGHT: A discussion of politics in California will be staged on Channel 9's Speculation' at 10 p.m.

The California Seals meet the Seattle Totems on Channel 2's live telecast of that ice hockey game at 8 p.m. A news special showing President Lyndon B. Johnson on tour in Asia will be presented at 7 on Channels 5 and 10. The Music Makers salute "Country Music being celebrated in Nashville. and welcome a former Miss Oklahoma, singer Anita Bryant, on "The Lawrence VVelk at 3:30 p.m.
