City to Develop Welfare Island New York (UPI) -Welfare Island, almost two miles long and about 150 acres in area, in the East River will undergo a 000,000 transformation, Mayor Lindsay announced yesterday. The island, formerly known as Blackwell's Island, will be developed into a "new community of 20,000 people and a citywide recreational resource," the mayor said in a news conference at the Metropolitan Museum. A planning and development committee for Welfare Island, appointed by Lindsay in 1968, recommended to him in February that the land be developed into a residential and recreational area. It now houses city hospitals. The plan calls for approximately 5,000 units of housing, a public school for 2,000 children, indoor neighborhood facilities, a day care center, two indoor pools, a town harbor, a glass-enclosed shopping area of 100,000 square feet, at least 200,000 square feet of office space and other community facilities.

"This development will not be an enclave for the rich or a ghetto for the poor; any New Yorker can live there," Lindsay said. The development plan recommends that about 30 per cent of the housing units be low income, 25 per cent moderate income, 20 per cent middle income and 25 per cent for those who want conventionally financed, fully taxpaying housing. Most of the housing will have a view of the skyline, the river or activity or open space. Each building will be U-shaped and arranged around a court that opens toward the water. Lindsay said that one innovative feature of the plan was to minimize vehicular traffic.

"Most private individuals will leave their cars at the 'motorgate' and proceed by foot or by the minitransit system," Lindsay said. "Traffic will be limited to essential hospital traffic, service vehicles and dropoff and pickup traffic of the residents." Development of Welfare Island, which will be financed by federal, state, city and private funding, is expected to begin in about 18 months. An exhibit of the plan is on display in the Blumenthal Patio at the museum. Man Is Convicted Again In $2 Policy Bet Case Southampton--A Southampton Town Justice Court jury deliberated briefly and then reconvicted Vincent R. Prisco of accepting a $2 policy bet from undercover detectives in 1966.

Prisco, 44, of 5 Jordan Commack, was convicted on the misdemeanor charge in 1967 but Suffolk County Court Judge George F. X. McInerney ordered a retrial, saying that the defendant hadn't been allowed to see notes taken by the police before his arrest. At Wednesday's two-hour trial, Prisco's attorney, Leonard Wexler, was allowed to examine notes taken by the two undercover detectives when the bet was placed. Town Justice Edwin Berkery fined Prisco $500.

Prisco, who police identify as an East End associate of the Joseph Colombo crime family, still faces gambling charges in County Court, according to Henry F. O'Brien, assistant district attorney. Wyandanch Teachers OK 2-Year Contract Wyandanch- -After an all-night session that ended yesterday at 11 AM, the Wyandanch Teachers Association agreed to a new contract that insures teachers seniority benefits and additwo-year tional aides. The contract dispute was unique in that the teachers had already agreed to a new starting salary offer of $7,300, up from the current $6,800. The teachers were holding out because a $300, tenure bonus had been eliminated, the ceiling on class three-year sizes had been ignored, and the school board had refused to hire additional teachers' aides.

The new contract provides for a $500 bonus after 12 years' service, and again after 17 years service. The board promised to limit class sizes to 32 students, and provide additional teacher aides in kindergarten and elementary school levels. The agreement is scheduled for formal ratification by the teachers next week. School Official Quits -The former president of the Patchogue-Medford school board, a member of the board for the last 10 years, has resigned for health reasons, the school district announced yesterday. According to school officials, Frank W.

Scutari, the president of the school board from 1965 until July 1, 1969, has been hossince September. His resignation was effective Sept. 23. pitalized Alfred J. Chiuchilo, the current president of the board, said that a successor would be appointed within 30 days.
