PM and 5:39 PM OBITUARIES Jeanette Rankin Feminist Leader Carmel Calif (AP) eite Rankin the first woman elected to Congress died Friday night at her apartment here She was 92 Mias Rankin a Republican and a leader in the fight for suffrage served in the House as a representative from Montana from 1917 to 1919 and again from 1941 to 1943 She was one of 56 Congressmen who voted against the entry of the US into World War I and was the only member of Congress who voted against declaring war on Japan in 1941 After leaving Congress two years later she became a leader in peace societies For 20 years she was a legislative representative of the National Council for the Prevention of War In 1963 she led a group of women marching on Capitol Hill to protest the Vietnam war In 1969 she participated in moratorium marches in Georgia and-South Carolina She continued to write letters and make numerous telephone calls to members of Congress urging an end to United States involvement in Indochina Benjamin Javits Brother Palm Beach (AP) Benjamin Abraham Javits brother of US Sen Jacob Javits (R-NY) died Friday' apparently of a heart attack He was 78 Javits was an attorney and economist His wife of 46 years Lily was at the Palm Beach home at the time A spokesman said Javits had been under care for heart disease for several years The Washington office of Sen Javits said he was notified in Brussels Belgium of his death and will return immediately to the US predominantly black Wyandanchl Both agree that relations with the community are improving but they say there is trouble from a handful of agitators agitators promote the idea that the police are out to get Bivona said those same people are the first to call when they need Constantin also said that problems stem from misunderstandings and rumors that occasionally spread through the neighborhood especially after someone has been arrested people understand the logic of police procedures and they interpret them as being prejudiced or an over-reaction to a he said we police will take- a guy in and the next word we get is that done all kinds of things to Nassau County Deputy Inspector William Willet a black feels that many black residents do not understand the pressures of being a policeman is not an easy Willet said policeman is out walking the streets in areas that are depressed by high unemployment high crime and poor housing' The people are frustrated because of their living conditions And the police are handy for them to vent their frustrations In the programs to increase understanding between polios and blacks the community action programs consist mainly of monthly meetings between community leaders and policemen assigned to the local precinct Sensitivity courses generally provide a film on black history lectures and between black and white officers Many policemen say that the programs and courses have helped them recognize problem areas Solving those problems however is another matter New York City Assistant Chief Inspector Thomas Mitchelson who commands 11 police precincts including those in Harlem said program is only a program It helps to guide people to a greater understanding but it does not resolve the Donald Hil-lebrand a patrolman in the Suffolk County Community Relations Bureau put it more succintly anything is to be resolved it has to be resolved between the officer on the beat -and the man in the Black community assessment of such programs is often harsh Most community leaders criticize the-programs as not going far enough and some view them as a charade Robert Smith a Jamaica resident and community activist said that the police-community council there is a step in the right direction the programs do not reach out to the total community and I believe the police want than he said they hold workshops and are willing to close off streets for community activities but that is as far as it goes The general feeling of most of the parents and youngsters who work in the community is that when you need the police they are not around and you find them They are slow to respond to our calls but will readily come to the aid of a fellow officer no matter where he Many community leaders agree however that there is a need for more sensitivity programs for white police and for more blacks on the force Current figures on police in New York City Nassau and Suffolk' Counties show whites are an overwhelming majority in the department New York City has 2000 non-white policemen out of a total of 32000 Nassau has about 70 out of 3500 and Suffolk about 50 out of 2850 If the number of black policemen were proportional to the numbers of blacks in the population New York City would have about 6700 black officers Nassau 161 and Suffolk 135 ReV David Rooks head of the Wyandanch Community Development Corp said that the key to a peaceful coexistence between blacks and the police lies within the police de- partment answer is in sensitivity training of white policemen in' black areas and strong prescreening tests to weed out deep-rooted racism" the Mr Rev Rooks said is the beginning and the end of the Lawmakers OK Ferry Terminal Special Service which' has the only ferry franchise in the area said last month that the firm reduced its fleet earlier this year from three boats to two and also began shutting down for three months of the year Police Blacks Little Love Lost From Page 11 blades concept has been driven in the he 'said policemen who harbor bigotry and prejudices against blacks no longer hide their Police officials maintain that there is no for police protection Nassau County Inspector Christopher Quinn outlined the responsibility of a policeman: takes an oath to protect life and property arrest and detect offenders and prevent crime He tries to perform that duty no matter where he Tony Bivona and Tom Constantin two white Suffolk County patrolmen assigned to the First Precinct in Babylon have been
