Auditors Recommend 14 Steps To Improve City Fiscal Setup NORWALK Robinson Preece and company, certified public accountants, auditors of the city's financial records, recommendation in its annual report for tho ope ration a for the fiscal ended Aug. 31, 13JO Tho report said the recommendations arc not criticisms but observations, intended to disclose weaknesses or deficiencies which. If corrected, will improve the management of fiscal affairs The recommendations follow: action be taken to either collect amounts due to the Filth District from other districts by reason of tax refunds or submit the question to the corporation cov-nscl for determination whether the Fifth District may legally pay tax refunds of districts without billing the districts affected; Install a voluntary system of refunding tax overpayments and the clearance ot tax overpayment liability accounts In this connection the auditors stated, "cognizance should be given to state taws dealing with time limitations in which tax refund claims and applications may he made." Recommendations also include continue efforts to comply 'vita the state law which prohibits deposits of public funds by a public official in any one hank in exees ot 30 per cent of the capital, surplus, and undivided profits of such bank, removal of purchasing and obligating functions from the comptroller in order to permit that official to devote more of his time to the supervision of accounting and internal control of other departments and offices, review all official signature requirements for the withdrawal of city and submit corrected signature cards to depositories where necessary, completed bond and note accounts 30 closed and balances be transferred to the Sinking Fund Also, comply with the general Statutes with reference to the transfer and use of Income from the Town Deposit Fund, action taken to properly dispose of the First Fund; an in ventory of personal property be prepared and maintained.
