COUNCIL OVERRULED--A federal court judge has ruled that the Cost of Living Council had no authority to set a ceiling on wages to be exempt from government controls. U.S. District Judge William Jones said that in authorizing the legislation, Congress had not intended to freeze the wages of workers below the poverty level. Page 9.
