Washington Window Speculators in industrial commodities also are exempt from the freeze, but they cannot deliver the merchandise at prices higher than those which existed the first week in June. Here is how that works: Industrial metals are sold and bought on the commodity market for future delivery, and some metals have been rising on the commodity markets since the freeze. Thiat puzzled some newsmen, who had been told that all commodities except for farm products were covered by the freeze. A check at the Cost of Living Council turned up the information that the fine print of the regulations exempts from the freeze trading in future i deliveries of industrial com-! moditiieis. But delivery of the industrial exempt. A Paper Deal That doesn't seem to make sense at first. How can a man sell a commodity for a higher price if he is not allowed to deliver it at that price? The answer is quite simple. The speculator doesn't really deal in the commodity. He deals in paper. Very seldom, if ever, does a speculator see the commodity in which he is buying and selling. The spectacular doesn't take delivery, he merely balances his account long before the delivery date is up, buying as much as he has sold or selling as much as he bought —all on paper. And be wins or loses basing his judgment against that of other speculators. The transactions thus arc exempt from the freeze, because they involve paper trading in futures. Theno is some feeling that the price freeze on actual deliveries will tend to discourage specula- ion. That may be so, because for the next 60 days the metals not cannot be delivered at prices higher than existed during the first week in June "-no matter what the prices are on the commodity miarkets. Gets More, Complicated However, there is another side of that argument. There is very little chance of a rollback, and speculators dealing in Teller Takes Money Break FREMONT, Calif. Skodi, 21, Newark, who began work only two weeks ago. Police said her car was found abandoned and her apartment was empty. Fair Weather Covers Most Of the Nation .By United Press International Warm temperatures and. gen erally fair weather covered most of the nation today, except across the Atlantic states and. the Gulf Coast region where thunderstorms occurred. A tornado was sighted about 12 miles north of Girard in east-central Georgia. Locally heavy rains produced flash flooding in New England Thursday. Police reported rock slides and washed out roads in both Maine and Vermont. v The heat wave that baked the Southwest was scheduled to ease some today with warm air spreading to the central portions of the nation. On Thursday, Los Angeles recorded a high of 105 degrees —the third consecutive day of 100-plus temperatures for the city. Temperatures around the nation early today ranged from 48 at Hibbing, Minn., to 96 at Needles, Calif. futures might figure that the prices are bound to break through the freeze levels when Phase Four comes Mo being. That will be in less than 60 days unless the freeze is continued. The situation gets even more complicated for futures trading Which occurred before the freeze. Suppose, for example, a commodity was sold on the futures market some time ago to be delivered during the freeze period, at a price above the freeze level. Not knowing the freeze was coming, the buyer and the seller were acting in good faitih on that transaction. Apparently it's all legal so long as the merchandise —not the paper but the commodity ilself —is not delivered at a price higher than the freeze level.
