Obituary Real Santa Claus Dies, Lived Up to His Name Marshall, Mo. -Santa Claus is dead. The 63-year-old retired Church of God minister who was named for the Christmas saint died at his home here yesterday of a kidney ailment. Claus never did know why his parents gave him the name of Santa, unless it was his father's sense of humor. But through the years, many of them lean ones, he tried to live up to the name.

He received thousands of letters every year from all parts of the world. Claus took great pains in answering all of them. Sometimes, when the load became too great, he received help in providing the postage. Sometimes he still had a large stack of letters to answer many months after Christmas. His mail volume would reach 6,000 at Christmas time.

He was proud of his scrapbooks full of such letters. In addition to serving as a minister, Claus was a plumber. Once he worked on WPA. He and his first wife had seven children. Claus was smooth shaven, but once he did grow a beard to make his appearance more in character.

He spent most of his life around Marshall, except for two years when he lived in Ottumwa, Iowa. "I never could find out why my father named me Santa," Claus once explained. "But it's a good name, even if it is a lot of trouble." By "trouble" Claus mentioned such things as getting checks cashed. Once an expressman refused deliver a basket of fruit from California because "there ain't no Santa Claus." Arthur B. Hancock 81, Kentucky Horse Breeder Paris, Ky.

-Arthur B. Hancock, for years one of the nation's best known horse breeders, died yesterday after a long illness. Hancock, who would have been 82 on June 26, was the owner of Claiborne Stud near Paris. It produced some of the winners of nearly every famous race 111 the United States. Hancock came by his racing interest naturally since he was born at Ellerslie Stud near Charlottesville, where his father, Capt.

Richard J. Hancock, raised many outstanding racers. He made the Bourbon County, stud famous the world over as the home of stallions like imported Sir Galahad 3rd, imported Blenheim 2nd, Gallant Fox and others. Hancock often topped the list of thoroughbred breeders as to the number of races won and in 1944 was selected as the outstanding of the year" by the Thoroughbred Club of America." He had been a vice president of the American Thoroughbred Breeders Association, a director of the American Turf Association and a member of the American Remount Association. Robert Tallant, 47, New Orleans Author New Orleans -Robert Tallant, a prominent southern writer, died at his home yesterday.

He would have been 48 April 20. Two of Tallant's aunts found him dead in the kitchen of his home. They had stopped to see the author on their way to visit his gravely ill mother. Relatives said he had recently complained of a severe cold and influenza. Tallant was best known for his fiction, which usually had a New Orleans background.

He wrote "Mrs. Candy and Saturday Night" in 1947 and "Mrs. Candy Strikes It Rich" in 1954. Tallant, who was born in New Orleans, also wrote numerous non-fiction books on Louisiana voodoo, the pirate Jean Lafitte, Mardi Gras, the Louisiana Purchase and the Battle of New Orleans. STAR -By CLAY R.

O'Shea, 58, counsel to the Democratic State Committee for 25 years and a member of the city board of education, died at his law office yesterday of a heart attack. O'Shea was senior partner in the law firm of Saxe, Bacon, O'Shea and Bryan.

Born in Brooklyn, O'Shea joined the law firm in 1926, and taught for several years at Fordham University Law School. His father, also William J. O'Shea, was superintendent of city schools from 1924 to 1934. The young O'Shea was named to the board of education in December, 1954, after served as a special assistant to the U.S. Attorney General.

He was a delegate to the New York State Constitutional Convention in 1938, and a presidential elector in 1944. He had held offices in the New York County Lawyers Association, the Association of the Bar of the City of New York, and the New York State Bar Association. Rev. P. W.

Philpott, Founder of Church Toronto (AP)- -The Rev. Peter W. Philpott, 91, an active churchman for almost all his adult life, died at his home here vesterday. During his lifetime, he delivered 22.000 sermons. The Rev.

Philpott, born in Dresden, near Chatham, joined the Salvation Army as a young man and served with it in various places in Ontario. Later he founded his nondenominational church, the Philpott Tabernacle, 111 Hamilton. He remained in charge of that church for 26 years. During the 1920s he went to Chicago where he built the Moody Church, also nondenominational. Subsequently he was in charge of of a large church in Los Angeles for five years.

He' is survived by five daughters and seven sons, including Elmore Philpott, Liberal member of parliament for Vancouver South. G. Tatarescu, 65, Ex-Romania Premier Paris (AP)- -Romanian emigre circles said yesterday Gheorghe Tatarescu, 65, twice premier of Romania, died last week in Bucharest after a long illness. The Romanian embassy here said it had no news to confirm the report which emigres said they received by mail from Bucharest. Tatarescu was premier between 1934 and 1937, and again in 1940.

Pro-Nazis overthrew him late 111 that year. As foreign minister, he took part in the 1946 Paris peace conference which wrote the Romanian peace treaty and signed for his government. Solomon Schliffer, Led Moscow's Jews London (AP)-Solomon Schliffer, leader of the Moscow Jewish religious community, died Sunday of a heart ailment, Moscow Radio reported yesterday. He was 68. Cooke, Attorney New York- -Carleton Sprague Cooke of 103 East 86th a partner in the law firm of Cooke, Brown Pate at 1 Wall Street, died of a heart attack Sunday in Presbyterian Hospital. He was 79. He attended Phillips Exeter Academy and was graduated from Harvard College in 1899. He attended the Harvard and Buffalo University Law Schools and was admitted to the bar in 1901. He then became a member of the law firm of Goodwin, Thompson Vanderpoel.

The firm now is known as Cooke, Brown Pate. During the 1920s, Cooke was chief counsel for the New York City Transit Commission and was an active member of the Association of the Bar of the City of New York. Cooke served with Squadron Cavalry, on the Mexican border in 1916. He was a captain of cavalry and infantry during World War I. He then became captain of Troop Fifty-first Machine Gun Squadron, and of Troop F.

101st Cavalry, of the National Guard from which he resigned in 1931. Cooke became known also as a yachtsman. He was a founder of the Corinthians, an association of amateur yachtsmen and sailors. He also belonged to the Cruising Club of America. Surviving are his wife, the former Miss Dorothy Hill Montgomery and two sons of his marriage to the former Miriam Wilder Goodwin.

The first Mrs. Cooke died in 1910. The sons are A. Goodwin Cooke and Dr. Crispin Cooke.
