LA HABRA Kl COSTA MESA MIDWAY CITY iieve they have made real progress towards a compromise on the procedure for figuring naval tonnage. The French have sought figures gloxal tonnage and the British preferred restricting tonnage by categories, or classes of ships.

The compromise may be based on a plan for transfering tonnage from one category to another under a svstem of rigid control, It was understood. France now has the right to build 175.000 tons of battleships under the Washington treaty but has not started construction. France would prefer to transfer that tonnage to other categories, particularly to light cruisers and submarines and the present conversations have been devoted to that subject. The Franco-British meeting this morning was devoted to study of the French theory as reported by the French expert, Rene Masslgli, and the British expert, R. Craigie.

They did not enter into discussion of figures. A second theory will be studied at another meeting of all French and British delegates Monday afternoon and the French delegates are hopeful that the conference would pass the present status by Thursday when it was expected there would be sufficient agreement on method to permit precise progress. The French delegates will meet the Japanese at 6:03 p. m. to discuss the same questions of procedure.

They also wished to give proof of their sympathy with a people which had traditionally suffered for the cause of liberty. "Unfortunately this lofty attitude has not been duly appreciated by Russia.
